      KadagaOne of the mistakes we make as a party is we never accept to make changes until someone has committed a grave mistake.

      There was tension all over the country on the day the 10th was going to vote for the speaker and start business. Most Ugandans were supporting Jacob to take over from Kadaga. I think even members of parliament themselves were divided on the choice they were going to make. However NRM as a party was supposed to sit and see which candidate they would back for the position of speaker. That’s how President Museveni called Jocob Oulanyah and Speaker Kadaga for a meeting and I guess Jacob Oulanyah agreed to step down or was forced to, hence paving way for Kadaga. In the session of choosing the Deputy speaker, President Museveni went to Parliament and later the media reported that the President was on CCTV camera as voting was going closely watching, which candidate the MPs were voting. Thank God Jacob Oulanyah won and has been deputy speaker for this term. In all the sessions that Jacob has chaired, I’ve not heard Ugandans complaining as compared to those which Kadaga Chairs. We’ve had controversial bills in Parliament that have left Ugandans feeling disobeyed, according to what I hear them saying and what I read from social media and other media platforms. Sometimes Kadaga makes decisions as a person and doesn’t consider the impact of those decisions and what Ugandans will think or see, I cannot say that she favours the government in power since sometimes she openly goes against it.

      In these difficult times, when the country is fighting Corona Virus, Parliament under the leadership of Speaker Rebecca decided to award itself with 10 billion Uganda shillings with each member of Parliament receiving 20 million. It was done in secret until the media got to know about it hence putting it in the public. I think the reason as to why it was done in secret and kept unknown was because it was shameful. We all waited for Parliament to clear the air and declare it false put that didn’t happen, meaning the information was true. What the speaker did instead was to defend that 20 million for each member Parliament. The Speaker has been very active on Twitter and Facebook defending that twenty million Ugandan shillings for members of Parliament. I think each time Parliament has sat, the speaker has had something to say about the 20 million. That’s enough evidence to prove that what Parliament did was very wrong. Because when something is done in good faith, and for the help of the people there will be no need to defend it in public but rather explain to the people on how it will be done.

      The twenty million shillings the Members of Parliament received was given out without plan. There was nothing planned that the money was meant to do, it was after a day or two after it’s deposit on the accounts that Kadaga addressed parliament on what that money was meant to do. She informed the house and the public that the Members of Parliament were going to be added on the districts task force and help on some of the activities of those committees. Its very funny that these special members of the Districts Covid 19 task force were coming with a budget of 20m. I don’t know if they were going to offer it to the committee or maybe facilitate themselves to do what they wish on behalf of that committee. Even reading through that plan, you would clearly see that it was forged or done in a rush since Parliament was being criticised by all Ugandans on what the money was meant for.

      Also, in these difficult times of lockdown its when the people want support. Thousands are not working and therefore they’re not earning. They do not have food, and other necessities they want. Other countries like Kenya has had government officials cut their salaries to support their citizens or help them out in one way or the other. Also, Rwanda civil servants had to surrender their April salary to government in order to use the money to help citizens by buying food for them and facilitating the activities of fighting Corona Virus in Rwanda. In Uganda its very different because the members of Parliament decided to award themselves more monies instead. It should be noted that even when the members of Parliament received that money, they continue to get their monthly pay and allowances which isn’t little money. For one to be called a leader they should be showing care about the people they lead. When you don’t care about the people you lead then you’re not a leader. People put trust in the leaders because they feel those leaders can do something in case they people face challenges. A leader is like a Shepherd whose job is to look after the sheep, make sure they’re fed well and treat those which get problems, the Shepherd also makes sure that the sheep are safe and non of them gets lost. In case of any sheep getting a problem the Shepherd has to make sure that its gets fine. Our members of Parliament have done contrary to all that.

      Parliament is where the views of the people are brought through their representatives called Members of Parliament. Even if other arms of government do not mind about the people, Parliament should be minding about the people most, because members of Parliament frequently interact with the people. The budget is also discussed and passed from Parliament. The challenges that people face are the ones that should always be considered first. Since, we presume that members of Parliament know the challenges that people face. I’ve always seen Ugandans going to Parliament to submit their petitions when they get problems, those petitions are debated on in Parliament and solutions made.

      Also, Parliament plays an oversight role of supervising all the government programs and making sure they’re done as planned. Parliament also Questions civil servants and other government projects in case there is misuse or embezzlement of public funds. Those people are summoned to appear before the committees of Parliament and I’ve always seen some of them being sent to police to make Statements and others arrested and taken to court. In these times when Parliament is awarding itself huge sums of money without explanation and without clear plan on what the money is meant to do, Parliament will soon lose the moral authority of Questioning those who steal public funds. A thief cannot Question another thief!

      The speaker of Parliament, in one of her recent address called one of her members stupid. She said the members of Parliament who run to court instead of bringing the issue to Parliament are stupid. She again, tasked the Attorney General to guide Parliament on the same issue of 10 billion and the speaker did not consider the attorney General’s advise, one wonders, why she tasked him to guide if she didn’t want to adhere to his advise, this means that the Speaker wanted the attorney General to say exactly what she wanted to hear, but the attorney general couldn’t. The speaker went ahead and directed banks to deposit the monies on the accounts of the MPs even when court had ruled that the money shouldn’t be given to them, that’s not only contempt of court but disrespect of judiciary by Parliament, in the time to come, we expect a serious fight, between Parliament and the judicially and that will have been caused by none but other than Rebecca Kadaga.

      As all this continue to happen, the Deputy speaker of Parliament has been kept away, he has taken good time without chairing any session, I think I will not be wrong if I say that it has been intendedly done because, maybe the right honorable Jacob Oulanya would have guided in a different way and save the taxpayers money. As Parliament awards itself this large sums of money, the youth continue to suffer unemployment, our hospitals are in bad state, teachers want increase on their pay, roads are in poor conditions and poverty continue to increase in the people.

      Speaker Rebecca Kadaga should be blamed for that mess because she is a head of the Parliament, if she guides the Parliament well, there’s nothing wrong that can happen since she has powers. Instead of standing in for the people at this difficult time, the speaker has chosen to award her boys and girls with a token of 20 millions each. I therefore got an idea, that if Jacob Oulanyah was elected speaker at the beginning of 10th Parliament I guess we wouldn’t be seeing all this happening. I’ve been following him for some time, he seems to be deep rooted into Christianity and so much against theft of public funds. During the walk against corruption that the President himself attended the Deputy speaker of Parliament made a moving speech that I think was from his heart. He said that the people must change their ways and get corruption out of themselves if we are committed to fight corruption as a country. He said it would be meaningless to organize functions in the name of fighting corruption. Someone with such a belief honestly cannot mess Parliament like Kadaga has done.

      Whereas, I believe in leadership of continuity but it appears sometimes it very bad, since human beings change without notice and a time you do not expect them to change. I guess if we had accepted change to happen on that particular position we wouldn’t be seeing what is happening today, clinging on Someone just because they’ve got positive views about the party in power, is wrong and I think when our time comes as young people we should look into it and make some changes. If someone has served one term or two it wouldn’t be a wise decision to keep him on the same position, we could make a decision to have that person changed, like Kadaga now would be the third Deputy prime minister or minister in charge of something. Those changes help the government to keep moving and also prevent the country from grave mistakes committed by big headed leaders.

         Some women have claimed that Local Council officials in parts of Kampala are demanding for sex in order to give them relief food.

        During a press conference at Parliament, Pamela Nasiyo, the chairperson of the Uganda Women Parliamentary Association (UWOPA) told journalists that she had received phone calls from a number of women who have claimed that some leaders will not give them food unless they sleep with them.

        “Can you imagine some LC leaders are using this opportunity to demand sex in exchange for food.

        A lady called me and said ‘I missed food in my area and when I called the chairperson to get my share, he said that in order to give me food, I have to sleep with him,’” Nasiyo said.

        She called upon Lt Col Edith Nakalema to investigate these leaders.

        The government embarked on the process of distributing relief food to the vulnerable groups that have been affected by the COVID-19 lockdown. So far the food has been distributed in parts of Kampala and Wakiso.

        During the same conference, UWOPA members thanked President Museveni for allowing pregnant women to access health services without any disturbance by police at checkpoints during the lockdown.

          Yoweri MuseveniThis is really pathetic President Yoweri Museveni 34 years in power in the 21 century and people leaving miserably like this?

          i want to understand what exactly Ministry for Finance, Planning, & Economic Development, Ministry of Peoples’ welfare if they exist? What type of brief do they give you in terms of their progress. Do you ever question their yearly allocation of resources or budgetary allocation? Do ever ask them the improvements? Do you ever ask for progressive in innovation reports? Do you ever look at the graphical progression of proformance reports? What kind of briefings do you ask from your Ministers? What type of leader are you keep deadlocks on government payroll who cannot improve the economic welfare if people that you lead?

          This is extremely shameful that any ministry stands up every year allocated with billions and millions of money and people live in these conditions. You are ineffective leader if your Ministers cannot do their JOBS and have to wait for directives from you to do anything. YOU are the cause of paralysis in the government system if all Ministries cannot be innovative or have improvement ideas to their Ministries to present to you to approve to implement.

          You need young men and women minds and will be your engine eradicate the shame of poverty. How do expect for revenues to increase when the entire nation lives in poverty? Revise your priority and unless you work on improving the well being of the wanayinchi…which I mean developing local businesses and local people you are shame letting people languish in such poverty. Where do you expect the money will come from to pay the expense infrastructure of roads, bridges, etc loans without facilitating local businesses?

          Look how people have come through with bring donations working together with the government no matter their differences in political opinion. as long as you as leader takes the lead in oppressing the opposition you become an wanted leader. Now yiu may say you don’t care but in times like this we put our political differences behind and work for a common goal of fighting the Coronavirus. This is what developed countries are doing working together to fight it as a nation. But start arresting and torturing people because they sent people to distribute food. As a President your first question would have been which RDC are under the areas where this food was supposed to be distributed and people have not received food for the last 3 weeks.

          A good leader question and investigates to find facts before being reactionary and deploying army everywhere. You are supposed to provide solutions to issues as a leader. Uganda is not Kampala district. Uganda’s improvement will only be reflected by the improvements done in the rural areas. Improvements is not in the hotels you litter everywhere but in developing the locals or Ugandans ar large. It will not in your so-called investors but in local businesses. You think by surrounding yourself with your war comrades, family, relatives, well wishers…these are the deservice you have done yourself and a portray of bad leadership that is dependent on getting directives from you. One man cannot run a nation…everything becomes stunted with time and that’s why we are where are. Re-think your strategy…food for thought as not everything out of this is not rubbish but the bitter truth.

              Bobi WineBobi Wine used to hang out with general kale kayihura to help him with his drug trafficking business, and that is how he made a lot of money. It’s a known secret among security circles that Bobi Wine made his money out of weed trafficking, not really singing. There is no singer in Uganda that can make that much money out of singing. Afterall, he isn’t even a good singer though his songs were meaningful.

                ARREST AND DETENTION OF HON.FRANCIS ZAAKE (MEMBER OF PARLIAMENT FOR MITYANA MUNICIPALITY) VIDE MITYANA CRB268/2020.FRANCIS ZAAKE

                This is to confirm that Hon. Francis Zaake was on 19th April 2020 at 1800/c arrested from his residence in Mityana, and detained on allegations of doing a Negligent act likely to spread an infection of disease Contrary to Section 171 of the Penal Code Act, and Disobedience of Lawful orders contrary to section 117 of the Penal Code Act.

                It is alleged that without authority from the National/District Anti- Covid-19 task force, and without any precautionary measure, Hon. Zaake distributed food to the people in total disregard of the government directives in the fight against the deadly COVID-19 pandemic.

                The investigations upon his arrest were expeditiously conducted, and the charges were accordingly sanctioned by the office of the Director of Public Prosecutions. Unfortunately at the time he was to be produced to Court, Hon. Zaake through his lawyers complained of ill health, which prompted the Police to have him examined.

                Indeed an examination was conducted by the Uganda Police Medical team in the presence of his Lawyers, personal Doctors as well as his dear wife, where by the team unanimously agreed of some treatment to be extended to him.

                Hon. Zaake is currently undergoing treatment at Iran –Uganda Hospital Naguru and he is very conscious and in stable conditions.
                We shall inevitably inform you of any development as we go along.

                  Kampala Capital City Authority (KCCA)High Court Judge Musa Ssekaana has issued an order directing Kampala Capital City Authority (KCCA) to refund all the money and other charges which were unlawfully levied, charged, collected and received from six advertising companies since 2011.

                  In 2019, a group of six advertising companies dragged KCCA to court demanding a refund of all the money collected from them in terms of advertising fees and charges between 2011 and 2019.

                  These asked court to issue an order quashing the decision of KCCA approving new outdoor advertising rates under Minute; KCCA 11/61/2018 published in the Uganda Gazette of 1st  January 2019.

                  In his ruling, Ssekaana noted that although Section 50 of the KCCA Act gives the Authority powers to levy, charge and collect taxes in accordance with any law enacted by Parliament, in this case all taxes which have been collected from advertisers since 2011 are illegal since there is no legal back up.

                  “The respondent shall refund all the monies collected from the appellant’s member by way of illegal tax. The same shall be determined by court upon clear proof of evidence (documentary). The collective amount of UGX 13,726,210,605/= will have to be specifically proved and split accordingly.”

                  Ssekaana ruled that KCCA that money collected in form of revenue without basing on any statute, which could be considered to be a bribe or a tip.

                  However, on the issue of awarding damages to the advertisers resulting from defacing and removal of their advertising tools, court declined to grant this request on grounds that they failed to prove beyond balance of probability that they suffered the loss.

                    The State House Anti-Corruption Unit have arrested Eric Sakwa, the Resident District Commissioner of Jinja, on allegations torture, manslaughter and theft.Eric Sakwa

                    The arrest was confirmed Friday evening by officials from the Ant-Corruption Unit.

                    Mr Sakwa is accused among others of  ordering the military to terrorise residents in Jinja and being personally involved in the brutalization of people under the pretext of implementing the president’s Covid19 lock down directives.

                    In his operations, the RDC and his men are said to have caused the death of one Charles Isanga.

                    He is also accused of stealing Shs 80,000, 3 crates of beer, 8 trays of eggs, sodas and other items valued at Shs 430000, belonging to the deceased.

                    The RDC is charged along with one Bumali Bazimbwewa and Simba Muhammad, alias Meddie.

                    One of the victims told local media that the RDC led a team of men, some in military uniform and others in civilian clothes, who broke into his house and started beating him up

                    He says he was taken to a police station and that here, the RDC himself started hitting him in the head without being told what they had arrested him.

                    “One of the boys had his leg broken and another one they met him carrying sugarcanes and they also beat him up.”

                    The RDC was arrested in Jinja this afternoon amid ululations from the locals.

                    He was later taken to Jinja high court where he was charged with theft and manslaughter.

                    He was then Remanded to Kirinya prison until May 13th.

                      Rebecca KadagaSpeaker Rebecca Kadaga: I and most MPs have disagreed with the Attorney General’s view that none of the lawmakers can use the Shs20m on their bank accounts.
                      (1). From a legal perspective, none of the MPs were party to the suit. (2). Touching of MPs bank accounts was not part of the prayers in court.
                      (3). The Supplementary Budget is not passed in isolation; it is a whole. Going by logic, the judge is indirectly ordering whoever got part of the Shs302b Supplementary Budget (President’s Office, Health Ministry, Judiciary, etc), not to expend any shilling from thereof.
                      (4). The judgment was not on MPs’ bank accounts. (5). We’ve always complained about poor legal representation by the Attorney General. (6). The cash was wired on 17th April while the suit was filed on 21st. I therefore beg to differ.
                      (7). Under our rules of procedure, any MP who loses a motion against a majority is obliged to stand up in the House and complain. But not to rush to court to overturn Parliament’s majority vote. The MPs who rushed to court, flouted our rules.

                        Former Internal Security Organization operative Charles Rwomushana and former Ethics and integrity minister Miria Matembe have cited the invisible hand of the Muhoozi project in the scandal at the Office of the Prime Minister (OPM).

                        While explaining how Museveni is slowly preparing his son Lt. Gen. Muhoozi Kainerugaba to succeed him on NBS TV’s Barometer talk show, Rwomushana said that he has started believing in the statements made by controversial UPDF General David Sejusa that there is a Muhoozi project.

                        “There is away public servants especially in top offices are being removed from offices, whenever you see Lt. Col. Edith Nakalema, just know that the project wants that office, now you wait and see who is going to replace Catherine Guwatudde in the prime minister’s office, that person is going to be their own,” Controversial political commentator said.

                        Rwomushana reiterated the same comments on his Facebook page when he said, “”When Museveni is constructing a new state that is compliant with the Muhoozi Project, he destroys the existing one mainly the Civil service and security by branding the existing one murderous and corrupt,” he said.

                        He added, “The Kayihura Police became murderous, and the murders were real, until the whole situation justified Sabiiti Muzeeyi as the Inspector General of Police. Now the Lower command of police is Muhoozi Kainerugaba SFC. Major Nakalema is dual.”

                        “Firstly ensure the IGG doesn’t arrest the real terminals of thieves for the NRA. Secondly, destroy the Civil service and Bank of Uganda terminals for the construction of elements of the Muhoozi Kainerugaba State. The collapse of the Major General Kaziini, defunct Katumba Wamala, Tinyefuza, the likes Henry Tumukunde neutralised any possible dissent against Muhoozi Kainerugaba in the military.” he said.

                        Rwamushana said that whenever a ministry is wanted by the Muhoozi project, the planners send Nakalema to humiliate the targeted person and brand him or her a thief and many times the President’s name and that of the First Lady are cited to have issued the directive to arrest the victim.

                        The fearless former Makerere University guild president challenged the state house Anti-Corruption unit boss Edith Nakalema to produce evidences and names of those companies she claims were offering lower prices of Posho and beans that government was procuring for the vulnerable communities who have been affected by COVID19 presidential directives.

                        Rwomushana was supported by former Ethics and integrity minister Miria Matembe who warned that even though Museveni wants to replace government officials with his people, he should stop humiliating them hiding behind Nakalema.

                        “I worked with Catherine Guwatudde for a long time, she was the Permanent Secretary when I was still a minister, she has served her country but how can you Museveni use that young girl Nakalema to humiliate her to that extent of even denying her bail?. But for me I’m praying for Guwatudde and her family,” a furious Matembe said.

                        Matembe revealed that there is a hidden agenda which Ugandans don’t know that is why Nakalema’s unit has been hugely facilitated compared to other legal directories set up to fight corruption like the office of the Inspector General of Government (IGG) and the Directorate of Public Prosecutions (DPP).

                        She said that if she was the Prime Minister, she wouldn’t have allowed Nakalema to arrest her officers even if Museveni had ordered. “Now he is just there seated, saying Ndugu when his office is being humiliated by a young girl,” Matembe said.

                        Our efforts to speak to the State House Anmti-corruption unit were futile.

                        However, President Museveni recently rubbished reports that there was a Muhoozi project. The president also explained that he didn’t appoint Nakalema to fight the IGG’s office but to work together and fight the rampant corruption and embezzlement of public funds.

                        RWOMUSHANA EXPLAINS WHY MUSEVENI CAN’T GIVE MONEY TO THE VULNARABLE POOR

                        Through a Facebook rant on his page, the former spy said that Museveni cannot distribute money to the vulnerable people during this crisis because it would be stolen.

                        “You must be established to cook beans and posho at that. Museveni never gives his NRA Delegates at Nambole beans and posho to cook. He gives them money. Museveni knows he has no capacity to distribute money because it would be stolen,” he said.

                        He added, “When I was Guild President and Chairman Needy Students I used to get money to feed students from disturbed meaning war areas and transport for the Needy Students from Museveni himself and I would distribute it instant and students would travel.

                        I was handling an operation that involved distribution of hard cash to terminals the whole country and it was done without any loss of money and we got the results. It can be done probably the political leadership are not crooks.”

                        “And if they are you execute them by firing squad and work would be done. So when you see Museveni distribute seeds in the Saleh operation and or like the food you see, the centre of gravity is enriching the supplier. That is precisely how the Museveni Deep State operates.”

                              Kampala High Court has issued an injunction, blocking Parliament from allocating Shs 10bn to lawmakers to “fight Coronavirus.”

                              This followed a petition by MP Gerald Karuhanga and Erute North MP Jonathan Odur who protested the move.

                              Shs 5bn was deducted from the Ministry of Health’s supplementary allocation of Shs 104bn and Shs 5bn from other sectors to realize the Shs 10bn to meet Parliament’s needs.

                              The move attracted national outrage, with people condemning what they described as “greed” of lawmakers especially at a time when a fundraising was underway to support the vulnerable affected by the novel virus.

                              High Court today decided to halt the release of funds until the hearing and determination of Karuhanga’s application on April 29.

                              CSBAG boss Julius Mukunda last week told ChimpReports that while Parliament has a role to appropriate funds, Article 93 of the Constitution provides that the House shall not impose any charge on the consolidated funds unless the motion is brought by the Executive.

                              “The Constitutional Court affirmed and buttressed this position in the case of Mwesigye v the AG & Another Constitutional Petition No 31 of 2011 (decided in 2015),” said Mukunda.

                              He also said Parliament’s action contradicts Section 15 PFMA which enjoins the Parliament to ensure that public resources are held and utilized in a “transparent, accountable, efficient, effective, and sustainable manner.”

                              Speaker Rebecca Kadaga said the money partly is to pay drivers of the ambulances that MPs seconded to Ministry of Health, as well community sensitization.

                              Duplication of work

                              But Mukunda said these are in no way oversight roles but rather a duplication of the work of the National Task Force, and what other Government agencies are already doing as defined by the Uganda’s National Policy for Disaster Preparedness and Management (2011).

                              “Parliament of Uganda must restrict itself to its legislative role and leave COVID-19 response activities to the National task force appointed by the President,” he observed.

                              “Further to this, we still believe these funds should have been reallocated from the already existing Parliament Commission budget of FY 2019/200 without raiding the consolidated fund. There are planned Parliamentary activities that are redundant now where the Shs 10Bn should have been secured.”

                                  Betty NamboozeMukono Municipality Member of Parliament Betty Nambooze, who has countlessly been accused of inciting violence, has placed the same accusations on broadcast journalist Joseph Sabiti.

                                  Nambooze in a statement on social media said Sabiiti intentionally incited the hungry population to raid the homes of their Members of Parliament for food. She described it as “malice”.

                                  “Friday morning, I watched the NBS morning breeze round table and keenly followed the debate. Towards the end brother Sabiiti in an outright act of malice and intention to incite people told Ugandans that all those who don’t have food and the sick should go to the MPs home and demand for their money because that is where it was deposited,” said Nambooze.

                                  Some members of the public are enraged with legislators following reports that Shs 10bn from the COVID-19 supplementary was allocated to Parliament to facilitate its established technical committees on the pandemic.

                                  Parliament acknowledged the development and maintained that the money is to facilitate its committees supplementing the work of the National Taskforce in the fight against the disease.

                                  Nambooze stated that the bitterness in the population is understandable.

                                  “The anger and disappointment pushing brother Sabiiti and others to such levels of bitterness and (despondency) is understandable, people ought to be annoyed with Members of Parliament,” said Nambooze.

                                  She however stated that the Executive is responsible for the challenges surrounding the allocation and utilization of public funds.

                                  “For me however the betrayal is not about sharing 10bn, it’s about failing to put up systems that would stop anybody from fighting with public funds. It about failing to check the executive to the extent that the country doesn’t have reserves to fall back to,” she added.

                                  The legislator appealed to Ugandans to stop hypocrisy and intellectual dishonesty.

                                  “But even though this is the case, Sabiiti and others of his kind must avoid acting with hypocrisy and intellectual dishonesty. We need people, especially you the young ones, to confront the evil not in such haphazardly way but by raising a critical team of actors that can diagnose Uganda’s problem objectively and deal with it decisively,” noted Nambooze.

                                  She stressed that Parliament processed a supplementary budget of Shs 304bn and in the process allocated 10bn which is 3% of the total supplementary funds to the House activities. She gave a justification not far from that of Speaker Rebecca Kadaga.

                                  “The excuse we have is that we face constituents who are demanding heaven and earth from us. Others MPs (200) like me are running ambulances, feeding orphans, the sick, and all sorts of vulnerable people. The official reason is that we are going to sensitize our constituents on the new Covd19 disease. But for sure, how are we to do this?” she asked.

                                  Nambooze has since 2009 faced multiple cases of inciting violence that accounts for 90% of all accusations the State has put on her. Ironically, she must have felt the same taste her accusers used to endure.
