      In Defence of the Ugandan MPs On 20 Million.

      Yesterday the Parliament of Uganda passed the supplementary budget for Covid 19 & MPs allocated themselves 20m each to purpotedly fight Covid 19. This reminded me of 2010 when MPs allocated themselves 20m each to monitor NAADS after passing a 600bn suplimentary budget. The same happened in the 7th Parliament when MPs allocated themselves 5m each to wet their beaks after removing Presidential term limits & the recent 29 million given to MPs to quench their thirst after removing age limit from the Constitution. It doesn’t matter whether their counterparts in Kenya & elsewhere are reducing their salaries as long as our MPs’ narrow interests are catered for Ugandans can go to hell!

      As usual gullible Ugandans will pour their misplaced anger on MPs condemning them for this selfishness & greed. Lucky enough am happily not part of the bandwagon condemning MPs. To condemn them is to ignore the cause of the problem & focusing on a mere symptom!

      Having seen repeated pattern of behavior from the 7th to the current 10th Parliament should have shown us that the problem is bigger than the MPs. The fact that those we elect become worse than their predecessors is an indication that the problem we are contending with is structural & systematic than individual MPs.

      In Uganda, even the stupidest person knows that Ugandan Parliament is not only a rubber stamp of Gen Museveni but also a toothless dog. Like such a dog , Ugandan Parliament has been made to hurriedly eat it’s own vomits several times by overturning what they had passed without shame! Do you remember the famous oil resolutions? What about the recent resolutions on the curriculum? You wonder why Ugandans even have to carry such a baggage of over 450 “Honourables” who are simply voting machines.

      The day they pretended to exercise some sort of independence, the President had to wreck havoc on them by unleashing terror led by his militias of SFC who had to beat them up like cows & thrown into jail. When the speaker attempted to to write some letter asking for clarification from the Sabalwanyi, her letter was dismissed with contempt & dustbinned!

      Even on this Covid 19 crisis, Parliament tried to halt the distribution of food in Kampala & were simply ignored, not even did the Sabalwanyi waste his time responding to them. And he was right any way, why would he have responded to an institution whose credibility he bought long ago in exchange of a few pieces of gold & silver ? Can you eat your cake & have it?

      So having known their level, the best the MPs can do is to humbly coil their tails, apologetically crawl under the dictators legs, accept their fate, pick a few crumbs & leftovers that have fallen off his table, sit on his feet & eat!

      Like the saying goes that there is no stupid dog when a cow has been slaughtered at home, our beloved MPs can’t accept to lose everything including the leftovers, if the cow has been slaughtered, & the whole meat taken, they will atleast carry the cow dung & the hooves (murokonyi).

      40 years ago, the king of the jungle Sabalwanyi went to the bush, killed an animal called Uganda & started feasting on it together with the pride. A few royal hyenas were invited to have some feast, those that have known their level have since eaten satisfyingly, those that couldn’t know their level made noise & were used & later dumped or thrown out.

      Now what is remaining is for the scavengers also to feast & have their share too! If you can’t be the lion atleast be a hyena, if not a hyena atleast be a vulture or a scavenger as long as you can have a share on the carcas called Uganda.

        KENYAN DOCTOR SPEAKS ABOUT UGANDA’S HEALTHCARE SYSTEM!!

        As a Kenyan medical doctor I have come to learn two things about Ugandans. You only complain about your healthcare system when something is wrong with you as an individual.

        Secondly you vote a government back into power that for the last 30 years has failed to bring your healthcare system into the 3rd world without taking it into account.

        You are a 4th world medical power that produces 1st world doctors. Makerere Medical School today would rank top 4th in Africa. Anyone who lectures at that Medical School is a world class doctor. Forget about those in private practice.

        Your government should concentrate on Mulago, Jinja, Mbarara and Gulu Hospitals as centres of excellence.

        My boss is a Ugandan doctor who left because of not just poor pay but poor infrastructure. He now earns 700,000 kshs. Your President has only done one thing that we Kenyans respect him for, bring you stability and build a powerful army. In terms of service delivery he is an absolute failure!

        We are told that Yoweri Museveni cannot even get treatment in Mulago. How do you choose your own personal doctor to investigate poor service delivery? No wonder she did not name poor remuneration of doctors as a problem. So, you as Ugandans are to blame for your poor healthcare system.

        We have about 500 Ugandan doctors working here and they feel nothing for you because they think you are the cause.

        So style up and put the government to task. If you value your lives you should put doctors in a separate class of servants. In all first world countries they are among the highest paid individuals and they are made to account for that money through their work.

        It’s only in Uganda where witch doctors earn more than their medical counterparts.

        You should be ashamed!

          It’s a shame that Bobi Wine affiliated Kampala Speaker of Kampala City Council Authority has been stolen food  that was meant to feed the vulnerable people of COVID-19 Pandemic.

          KCCA SPEAKER ABUBAKER KAWALYA HAS BEEN CAUGHT WITH STOLEN COVID-19 FOOD BELONGING TO KCCA AT A HOUSE WHICH HE OWNS AT BULENGA TOGETHER WITH ANOTHER LORD COUNCILLOR A ONE FARIDAH NAKABUGO.THE POLICE FIRST ARRESTED THE TWO AND WERE BRIBED AND LEFT THEM , BUT LATER NAKALEMA PEOPLE WERE TIPPED AND THEY CAME AND STORMED THE HOUSE WHICH IS STILL UNDER CONSTRUCTION.

          POLICE AND NAKALEMA HAVE NOW CORDONED THE PREMISES,..HE WAS SPONSORED BY NRM/PP IN THE RACE AFTER HE ABANDONED FDC, AND IT SEEMS THE NRM VIRUS CAUGHT HIM STRAIGHT AWAY. WHAT A DISGRACE!!!

            People power member Kawakya stole COVID19 relief aid for vulnerable people.

            This shameless abuse of power was first shrouded in secrecy with most of the mainstream media shying away from reporting it. This is no surprise. Parliament is a big source of advertising revenue and no media house would want to be on the wrong side of the all powerful House Speaker. It was the daring online publications that blew the whistle.

            A newly elected people power councillor has been caught with stolen COVID-19 relief food. neighbours alerted police and Nakalema and he was arrested.
            Remember he said that during his leadership he won’t do anything without consulting Bobi wine.

            No subordinate can act this way if his/her superiors are not acting the same. Top brass is rotten.

              Ssemujju NgandaParliament spent billions in media on a campaign to educate the general public about the role of Mps, and trust me there is nothing to do with food distribution to voters.

              This FDC MP Hon.Ssemujju Nganda calling other Mps populist oooooooooh my brother, what you doing is more of populist stunts by donating FOOD, you are worse off , it’s your role to put govt at task to feed citizens not hide under this guise to feed voters ….

              How pathetic to us that even those we think are sensible become senseless in Africa, sorry about my choice of words but hypocrisy in our current generation of leaders makes me feel DISGUSTED to the bone marrow..

              Finally, these guys have spent 20 years posturing for regime change here, and citizens “rejected them” saying twebaka otuulo, couldn’t this be the right time for citizens to ask for food from 34 year old regime than you Ssejumu now playing angel in devil’s compound!!!

                COVID-19 budget earns MPs a prime place on the Wall of Shame

                The air is now clear. The head of the legislature, Speaker Kadaga, put up a spirited but unconvincing defense of the 10bn/- the MPs allocated themselves. “We have ambulances commandeered by the Ministry of Health. The drivers have to be paid and ambulances serviced. MPs are also busy on advocacy. Committees are following up on what is happening in hospitals and they are reporting to the country”, she tweeted via her official Tweeter account.

                This admission comes at a time when public officials should be tightening their belts and leading by example in this season of living in reduced circumstances. MPs have watered the seedbed of corruption before but to wield the budgetary carving knife and get themselves a “cut” of 10bn/- is a scandal. The 10bn/- allocation to themselves now adds insult to injury. It is not only an outrage but flies in the face of the Ministry of Health’s lamentation about lack of protective gear for health workers at the frontline of combatting COVID-19.

They were the first to report the stench emanating from parliament over the waylaying of funds intended to fight COVID-19. All round condemnation then followed. An outraged public took to social media to condemn this despicable act. I’m sure if it were not for the lockdown, a few pigs, appropriately named after the members of the Parliamentary Commission the Speaker chairs, would have been released on Parliamentary Avenue!

                Anyone who defends this abuse of power should let the public know what kind of work plan the MPs would adopt to spend the 10bn/-. The Speaker only gave a vague and generalized task list to justify the allocation. MPs are among the most well facilitated public officials. The extra facilitation at a time when those at the frontline of the anti-COVID-19 fight are cash strapped is abominable and repugnant. At best the money was a kind of kickback based on a conspiracy between the MPs and those who intend to embezzle chunks of the money once it leaves the treasury. We acknowledge of course the vigilance of the MPs, with public support, to remove ridiculous items like outdoor advertising through billboards!

                Let’s look at what this money can do. 10bn/- can put up 100 basic Intensive Care Units (ICUs) with each costing 100m/-. It can procure 52 brand new 4 Wheel Drive Toyota Double Cabin Pick Ups. Build and equip 30 Health Centre IIIs, each costing about 300m/-. Build and furnish 70 basic Primary Schools each costing about 150m/-.

                In terms of feeding vulnerable households during the 21 day lockdown, 10bn/- can feed 48,000 households or 192,000 people for the duration of the 21 day lockdown.

                Put another way, during the 21 day lockdown each MP will be eating 952,380/- a day. That comes to 317,460/- per meal. Yet the ordinary vulnerable Ugandan (‘omuntu wa wansi’ in Luganda or the ‘walala hoi’ in Swahili), if lucky, will eat an average of 10,000/- a day per household of 4. That makes 2,500/- per person per day. That means 833/- per meal. In short, for each meal the deprived average Ugandan eats during the 21 day lockdown, each MP will eat 381 meals. There is the score. Wanainchi 1. MPs 381!

                If ever there will be a Wall of Shame after the Coronavirus pandemic has receded, the MPs have earned themselves a prime place on it. The right thing for parliament to do is to redeem the image of the institution by giving the money back to the Ministry of Health as overtime allowances for doctors and nurses. At the very least we expect individual MPs with a sense of honour to donate the money to Uganda Red Cross!

This was all a plot for making him look bigger than he is. He is a fuckin dense man who doesn’t know where he is coming from, or where is going.

                  3.It was Museveni through Salim Saleh and Muhoozi that sponsored Bobi Wine for MP. The plan was hatched to make him popular. Bobi Wine wasn’t ready to tell Ugandans about this till when Gen.Tumukunde said it.

                  4.Now, there is a plan by the Yoweri Museveni govt to start bringing him down using the same network they used to make him look bigger than he is.                     Member of Parliament Betty Nambooze

                    Betty NamboozeMukono Municipality Member of Parliament Betty Nambooze, who has countlessly been accused of inciting violence, has placed the same accusations on broadcast journalist Joseph Sabiti.

                    Nambooze in a statement on social media said Sabiiti intentionally incited the hungry population to raid the homes of their Members of Parliament for food. She described it as “malice”.

                    “Friday morning, I watched the NBS morning breeze round table and keenly followed the debate. Towards the end brother Sabiiti in an outright act of malice and intention to incite people told Ugandans that all those who don’t have food and the sick should go to the MPs home and demand for their money because that is where it was deposited,” said Nambooze.

                    Some members of the public are enraged with legislators following reports that Shs 10bn from the COVID-19 supplementary was allocated to Parliament to facilitate its established technical committees on the pandemic.

                    Parliament acknowledged the development and maintained that the money is to facilitate its committees supplementing the work of the National Taskforce in the fight against the disease.

                    Nambooze stated that the bitterness in the population is understandable.

                    “The anger and disappointment pushing brother Sabiiti and others to such levels of bitterness and (despondency) is understandable, people ought to be annoyed with Members of Parliament,” said Nambooze.

                    She however stated that the Executive is responsible for the challenges surrounding the allocation and utilization of public funds.

                    “For me however the betrayal is not about sharing 10bn, it’s about failing to put up systems that would stop anybody from fighting with public funds. It about failing to check the executive to the extent that the country doesn’t have reserves to fall back to,” she added.

                    The legislator appealed to Ugandans to stop hypocrisy and intellectual dishonesty.

                    “But even though this is the case, Sabiiti and others of his kind must avoid acting with hypocrisy and intellectual dishonesty. We need people, especially you the young ones, to confront the evil not in such haphazardly way but by raising a critical team of actors that can diagnose Uganda’s problem objectively and deal with it decisively,” noted Nambooze.

                    She stressed that Parliament processed a supplementary budget of Shs 304bn and in the process allocated 10bn which is 3% of the total supplementary funds to the House activities. She gave a justification not far from that of Speaker Rebecca Kadaga.

                    “The excuse we have is that we face constituents who are demanding heaven and earth from us. Others MPs (200) like me are running ambulances, feeding orphans, the sick, and all sorts of vulnerable people. The official reason is that we are going to sensitize our constituents on the new Covd19 disease. But for sure, how are we to do this?” she asked.

                    Nambooze has since 2009 faced multiple cases of inciting violence that accounts for 90% of all accusations the State has put on her. Ironically, she must have felt the same taste her accusers used to endure.

                        High Court has issued an injunction, blocking Parliament

                        Kampala High Court has issued an injunction, blocking Parliament from allocating Shs 10bn to lawmakers to “fight Coronavirus.”

                        This followed a petition by MP Gerald Karuhanga and Erute North MP Jonathan Odur who protested the move.

                        Shs 5bn was deducted from the Ministry of Health’s supplementary allocation of Shs 104bn and Shs 5bn from other sectors to realize the Shs 10bn to meet Parliament’s needs.

                        The move attracted national outrage, with people condemning what they described as “greed” of lawmakers especially at a time when a fundraising was underway to support the vulnerable affected by the novel virus.

                        High Court today decided to halt the release of funds until the hearing and determination of Karuhanga’s application on April 29.

                        CSBAG boss Julius Mukunda last week told ChimpReports that while Parliament has a role to appropriate funds, Article 93 of the Constitution provides that the House shall not impose any charge on the consolidated funds unless the motion is brought by the Executive.

                        “The Constitutional Court affirmed and buttressed this position in the case of Mwesigye v the AG & Another Constitutional Petition No 31 of 2011 (decided in 2015),” said Mukunda.

                        He also said Parliament’s action contradicts Section 15 PFMA which enjoins the Parliament to ensure that public resources are held and utilized in a “transparent, accountable, efficient, effective, and sustainable manner.”

                        Speaker Rebecca Kadaga said the money partly is to pay drivers of the ambulances that MPs seconded to Ministry of Health, as well community sensitization.

                        Duplication of work

                        But Mukunda said these are in no way oversight roles but rather a duplication of the work of the National Task Force, and what other Government agencies are already doing as defined by the Uganda’s National Policy for Disaster Preparedness and Management (2011).

                        “Parliament of Uganda must restrict itself to its legislative role and leave COVID-19 response activities to the National task force appointed by the President,” he observed.

                        “Further to this, we still believe these funds should have been reallocated from the already existing Parliament Commission budget of FY 2019/200 without raiding the consolidated fund. There are planned Parliamentary activities that are redundant now where the Shs 10Bn should have been secured.”

                              Rebecca KadagaSpeaker Rebecca Kadaga: I and most MPs have disagreed with the Attorney General’s view that none of the lawmakers can use the Shs20m on their bank accounts.
                              (1). From a legal perspective, none of the MPs were party to the suit. (2). Touching of MPs bank accounts was not part of the prayers in court.
                              (3). The Supplementary Budget is not passed in isolation; it is a whole. Going by logic, the judge is indirectly ordering whoever got part of the Shs302b Supplementary Budget (President’s Office, Health Ministry, Judiciary, etc), not to expend any shilling from thereof.
                              (4). The judgment was not on MPs’ bank accounts. (5). We’ve always complained about poor legal representation by the Attorney General. (6). The cash was wired on 17th April while the suit was filed on 21st. I therefore beg to differ.
                              (7). Under our rules of procedure, any MP who loses a motion against a majority is obliged to stand up in the House and complain. But not to rush to court to overturn Parliament’s majority vote. The MPs who rushed to court, flouted our rules.

                                Kampala Capital City Authority (KCCA) to refund money

                                Kampala Capital City Authority (KCCA)High Court Judge Musa Ssekaana has issued an order directing Kampala Capital City Authority (KCCA) to refund all the money and other charges which were unlawfully levied, charged, collected and received from six advertising companies since 2011.

                                In 2019, a group of six advertising companies dragged KCCA to court demanding a refund of all the money collected from them in terms of advertising fees and charges between 2011 and 2019.

                                These asked court to issue an order quashing the decision of KCCA approving new outdoor advertising rates under Minute; KCCA 11/61/2018 published in the Uganda Gazette of 1st  January 2019.

                                In his ruling, Ssekaana noted that although Section 50 of the KCCA Act gives the Authority powers to levy, charge and collect taxes in accordance with any law enacted by Parliament, in this case all taxes which have been collected from advertisers since 2011 are illegal since there is no legal back up.

                                “The respondent shall refund all the monies collected from the appellant’s member by way of illegal tax. The same shall be determined by court upon clear proof of evidence (documentary). The collective amount of UGX 13,726,210,605/= will have to be specifically proved and split accordingly.”

                                Ssekaana ruled that KCCA that money collected in form of revenue without basing on any statute, which could be considered to be a bribe or a tip.

                                However, on the issue of awarding damages to the advertisers resulting from defacing and removal of their advertising tools, court declined to grant this request on grounds that they failed to prove beyond balance of probability that they suffered the loss.

                                  ARREST AND DETENTION OF HON.FRANCIS ZAAKE (MEMBER OF PARLIAMENT FOR MITYANA MUNICIPALITY) VIDE MITYANA CRB268/2020.FRANCIS ZAAKE

                                  This is to confirm that Hon. Francis Zaake was on 19th April 2020 at 1800/c arrested from his residence in Mityana, and detained on allegations of doing a Negligent act likely to spread an infection of disease Contrary to Section 171 of the Penal Code Act, and Disobedience of Lawful orders contrary to section 117 of the Penal Code Act.

                                  It is alleged that without authority from the National/District Anti- Covid-19 task force, and without any precautionary measure, Hon. Zaake distributed food to the people in total disregard of the government directives in the fight against the deadly COVID-19 pandemic.

                                  The investigations upon his arrest were expeditiously conducted, and the charges were accordingly sanctioned by the office of the Director of Public Prosecutions. Unfortunately at the time he was to be produced to Court, Hon. Zaake through his lawyers complained of ill health, which prompted the Police to have him examined.

                                  Indeed an examination was conducted by the Uganda Police Medical team in the presence of his Lawyers, personal Doctors as well as his dear wife, where by the team unanimously agreed of some treatment to be extended to him.

                                  Hon. Zaake is currently undergoing treatment at Iran –Uganda Hospital Naguru and he is very conscious and in stable conditions.
                                  We shall inevitably inform you of any development as we go along.
