Whoever has followed Charles Rwomushana’s rants on social media, radios and television where he is introduced as a security expert, you should have noticed that he is “well informed”. Why not? Recruited by the late Noble Mayombo in his poison squad (killing opponents by poisoning), he was head of the popular intelligence network an outfit that is believed by most to have been disbanded but which still exists and Charles Rwomushana still an active operative. ONCE A SPY ALWAYS A SPY.If you are true opposition, be very afraid of Charles Rwomushana
His current brief includes posing as a regime critic thus bringing him closer to the simple minded opposition. (Please note he has never even once been arrested or summoned by police to explain any of his often very serious utterances against Dictator Yoweri Museveni and his regime). For this, he receives a handsome upkeep and school fees for his children (we know where they go to school).

In the meantime, he camouflages as a “poor man” and can even ask a target for lunch or transport money. He learned to act this poor man thing from his university days. Remember he was the needy students’ chairman at Makerere University; a position which earned him lots of favours and money, rising to guild president. He is seen walking on foot from his home in Kisaasi to town, ad Radio Simba some times. Some people who are not aware of the game plan even sympathise with him.
His major assignment these days is to destroy People Power. Most of the disappearances of People Power youth around the country are carried out by his squad. He works with a string of opposition leaning activists to cover his tracks. He is an experienced murderer, a close friend to Frank Tumwebaze his handler and who facilitates his appearances on radio and TV shows. He established some grassroots network purporting to be organising against Yoweri Museveni, yet he uses it to identify the angry youth for elimination.

10th August 2019 at 12:55 pm #343DONT BLAME PEOPLE FOR NOT TRUSTING POLICE
Did you know that today if you walking at night and you met two policemen and they tell you, lets walk the other side together because there’s a thief where you headed, only 1 person out of 100 would comfortably go?
The police has now to pay these NTV reporters for week to air news about Ziggy D. They have to go bring their spokesperson to show that she is a different person. But as usual the police is addressing wrong symptoms. Deal with trust and you don’t mend trust like this. When omufere wants to steal you they throw a bunch of papers cut like money and tied together with a few notes on both sides .they ask you that its genuine when u pick it they ask you to go share it and if you dare to trust them you will regret.
Now police is using omuzungu asuude sente to make you trust them. Just shut up and lay low like an envelope

10th August 2019 at 1:36 pm #346Ugandans are living in fear
Residents of Mutungo B in Nakawa division, Kampala are living in fear after persons driving in a government vehicle stormed their area and picked two locals who have been missing since last week. The two missing persons are men identified as Justin Kayondo and a one Ismail Mere, all residents of the same area.
It is highly believed that they were arrested by security operatives and taken to unknown place since no case was filed at the area police station as confirmed by chimp corps.
Locals recall the registration number plates of the pickup truck that was used by the heavily armed men to whisk away the two persons as UG 2454C, white in color.
According to the area local councilor identified as Faisal Sebayiga Kibirige, when the armed men stormed the village, Mr Justin Kayondo attempted to resist the arrest and run away, but he was shot in the leg.
Relatives and locals are now demanding authorities to know the whereabouts of their loved ones adding that they have dependents that they left behind.
Kampala Metropolitan Police Spokesperson Patrick Onyango confirmed the arrest saying that investigations are going on.
“We are aware that one of our sister security agencies conducted an operation in Mutungo area and arrested two people, however we would like to urge the locals and relatives to keep calm as there are investigations going on,” Onyango said.
Onyango assured that the arrested are in safe custody and will be released immediately when investigations are complete.
He however did not disclose the specific security agency having the missing persons and where they are being detained.
Recently, sister security agencies have on several occasions intensified arrest of people without identifying themselves neither revealing places of their detention and cases which has instilled fear in the public.
In the past two weeks, police and CMI clashed over a businessman who went missing from his shop in Nansana when they both made controversial statements about the arrest.
A businessman identified as Yuda Kiseka allias Mirembe was pick by persons believed to be security operatives from his shop located at Nansana Masitowa along Hoima road and family could not trace his whereabouts as details regarding the arrest were not registered at police.
Also a city lawyer and advocate of the High Court Patrick Mugisha Machiika was last week picked by persons believed to be security operatives from his chambers located at Kings Gate Mall in Kabalagala and detained from un-gazetted detention facility.
He was later released after his family coursed his “abductors” by filing a habeas corpus in the courts of law.

Parliament stopped the sale of 49 per cent shares of the Uganda Commercial Bank, then the biggest bank in the country and entirely government-owned, to a Malaysian company. Then Maj. Gen. Salim Saleh resigned as defence adviser, after admitting a role in brokering the deal with Westmont Land Asia, the successful bidder, which had been found to be a “briefcase company” with no banking experience. Gen. Saleh was later alleged to be the majority shareholder in Westmont and soon after the purchase, he sold its shares to Green Land Investments, another company in which he was also a shareholder. In his defence before Chief Magistrate Catherine Bamugemereire over the mismanagement of the now defunct Greenland Bank, Sulaiman Kiggundu, who was the bank’s managing director, named President Museveni as the “key person” behind the irregular purchase of the UCB shares by Greenland Bank.uganda.uk.com
23rd August 2019 at 11:02 am #366Jim Muhwezi Abuse of Office
Jim Muhwezi was once Education, and Health minister Muhwezi, Kutesa censured (1998). Then Brig. Jim Muhwezi, the minister of education, was forced to resign by the Sixth Parliament due to alleged mismanagement of the then newly-established Universal Primary Education. The Sixth Parliament, reputed as probably the most independent and vibrant during Dictator Yoweri Museveni’s presidency, also forced Mr Sam Kuteesa to resign, accusing him of benefiting from the sale of the former Uganda Airlines. The two, who were forced to resign over alleged abuse of office, were never prosecuted and bounced back into Cabinet in 2001, when Dictator Yoweri Museveni was re-elected. The government took the view that their censure was “unfair”. Muhwezi, particularly argued further that by having stayed off Cabinet for years, he had been punished enough. Later, he was again dropped from Cabinet over the Global Fund scandal.uganda.uk.com
23rd August 2019 at 11:04 am #367Uganda Airlines Scandal
On February 24, 1986, the General Manager of the now defunct Uganda Airline, Dr Ben Ochola Latigo, ordered the recall of a plane which had been airborne more than 30 minutes back to the ground. The plane was destined for Dubai in the United Emirates when it was recalled back to Entebbe airport. The scandal was widely covered by local and international media.
Dr Latigo ordered the recall of flight No: QU 172 which had left him as he was on his way from Kampala to Karachi. Pakistan. He arrived at Entebbe airport more than 30 minutes after the plane had left. Some airport and Uganda airlines workers told the press.
His action attracted bitter criticism from the government as well as the public. In an attempt to do damage control, he issued a press release in which he defended his action. In the press release he said that he ordered the recall because he had the powers to do so, besides, him and other senior officials were destined to Pakistan for an official negotiation with the Pakistan International Airlines which were to lease two B707 engines to the Uganda Airlines.
The plane was said to have had more than 20 passengers, but the Airlines spokesperson said that there were only seven passengers, and five crew members.
Popular pressure to have Dr Latigo arrested flared and he was arrested on the Uganda-Kenya border as he attempted to enter Kenya. On March 7, 1986, he was produced before court in Kampala. He was represented by Advocate Henry Kayondo and was granted a court bail of Shs300,000 cash. Although he later won the case, the government instituted a commission of inquiry into the mismanagement of the Uganda Airlines which was the first ever by the NRM government to check corruption in Uganda.
The commission discovered that Latigo owned TEKDEL INTERNATIONAL LTD which hired two Mercedes-Benz Cars number UWW 555 and UWY 762 to Uganda Airlines at Shs95,000 per day. As such, the Airlines owed him millions of money the commission heard. Latigo was appointed manager in December 1985 by the military junta under Tito Okello Lutwa. He replaced Colonel Wilson Gadi Toko who was the vice chairman of the military council.

27th August 2019 at 10:13 am #392ABEL KANDIHO IN GOLD SCAMS
Uganda’s head of Military intelligence Abel Kandiho is cited in Gold scams around Kampala.
Kandiho has grown filthy rich ever since he was elevated to head military intelligence.
In just two years he bought a mansion in Bugolobi at USD 400.000.
He is now selling the house and purchasing another at USD 700.000. Does his salary equal his lifestyle? Ofcourse not.
The truth is Abel has become another Kayihura.
He is running mafia cartels and criminal gangs in town that share with him the loot. He is the patron of all Congolese, Senegalese and Nigerian and Ugandan gold scammers. You can’t do a gold scam in Kampala without giving a cut to Kandiho.
Kandiho now is building a gold scam monopoly, where all gold business must go through him or his people.
One wonders when Kandiho actually works. Most of the time he is in town chasing after gold scammers for his cut. After getting his cut, he runs around with property brokers looking for the next house to buy.
Does Kandiho know that Gold scammers are good for the economy. They bring in foreign exchange, and support various businesses. They buy houses, cars and support relatives in villages.
Kandiho has become the Police the prosecutor and patron at the same time.uganda.uk.com
14th October 2019 at 1:44 pm #397WHY THE DISAPPOINTING BEHAVIOURS OF OUR ELITES SHOULD NOT ANNOY YOU.
Although am a practising Muslim, I normally take my time to attend and enjoy some church service with the faithfuls especially the preaching bit. I enjoy listening to people from different background speak, because the relevancy every speech is based on ones background, training, belief, environment and or profession. This mentality has made me a continuous student of life.By Odaka Asuman
This Sunday 13th October 2019, as always was in one Catholic church in Tororo municipality where the priest, in his sermon poured out his disappointment and frustration to the conduct of the *ELITES* in this country- Uganda.
His case was that we are living in the single most educated and enlightened generation this country has ever had, with the biggest enablers and means of information sharing such as numerous radio stations, T.V stations, newspapers, printed and soft, people even move with means and gadgets of information concerning the globe right in their pockets in form of mobile phones or min computers where they can access and learn about all best practises in all fields that would improve the livelihood of humanity.
In government, we have the single most educated leaders the country has ever witnessed, in civil society etc. But how come the performance of the educated leaders is so inadequate, so lacking, so shabby and even where they attempt to provide, its sub standard.
For example if they build the roads its narrow and will be potholed in a short period, in health hospitals have only become centred of warding death certificates and sources of health surveys, in the education sector, schools have become where children just go devoid of meaningful learning.
The poor are overtaxed as the rich tax collectors enjoy all they have collected but not without telling people how the much they have collected and intend to collect even more, in the Justice Law and Order Sector (JLOS), justice is dispensed either by process ( *read torture* ) or sold to the highest bidder, government workers openly tell the people off; … *am not your servant* …”.
All that used to be our collective national assets have been personalised by the greedy few, *hey preach human rights but practice human wrongs in its most named details*. No day passes without hearing of how government officials have stolen billions of what would be of our collective survival.
Those in politics have constructed a mafia style of political operation, and this is a across board. In government and opposition parties alike.
The priest then wondered why a group of people who were educated using tax payers money would turn against their sponsors’ children and grand children to destroy with both physical and policy brute.
As I left the church pondering on the powerful massage of this man of God, its when I remembered the frustration Dr. Besigye once poured against how the *Elites* are in fact the very people who have betrayed this country. whereas those in government do the injustices stated above, those outside government have left the cause to make a Uganda we all desire a struggle of the ghetto people, the same people they despise.
(Does one want to study the factors the led to raise of *Bobi Wine*, if so, then begin from …. *if Parliament can’t come to the ghetto, we shall take the ghetto into parliament*. You may replace the word *”Parliament for state house*) . These thoughts led to me into attempting to interrogate the genesis of what could be the foundation problems here. This led me into two principle conclusions:
1. Our education system
2. The Luwero consensus (this will be for the subsequent piece)
Our education system was not designed to make us think, innovate or improve our lives or our environment. It was purely to ease the work of the exploitative colonial tendencies. It was only to train clerks and interpreters to the white man.
That is why one had to dress up like the white, eat like the white, speak like a white, worship like a white and even produce children like whites do.
They have been taught to despise everything African and in many cases even brand them satanic yet receiving no question from the blacks why that is so. Their system of life, management is conceived and controlled from the white mans capitals.
Even when they publicly criticise the white man, its only to blackmail them to continue maintaining them in power as they implement policies they neither have powers over or capacity to understand their outcome.
They have allowed their economies to rely solely on the wheels and whims of the white mans capital and their multinational corporations.
This of course is a complete departure from the uneducated in the white man’s sense.
Idi Amin for example seems to have outperformed nearly all the presidents that Uganda has had in the exception of Dr. Obote who laid foundation for the current state and government of Uganda, despite his negligible educational level in the white man’s system.
The record of his performance will never be erased in spite of the interest and efforts towards the same.
Its not uncommon to find a black man tying his neck with some piece of cloth and a black suite in rain because *gentleman* don’t run yet there will be a white person on the streets eating a cob of maize while walking to his work place.
.. …….to be continued………
For now I can only dedicate to you a song by Dan Mugula….” Omulembe”

14th October 2019 at 1:51 pm #398SHOULD HON. KYAGULANYI HAVE WRITTEN TO THE INSPECTOR GENERAL OF UGANDA POLICE FORCE
SHOULD HON. KYAGULANYI HAVE WRITTEN TO THE INSPECTOR GENERAL OF UGANDA POLICE FORCE TO HAVE CLEARANCE FOR HIS CONCERT IF HE WAS REALLY SERIOUS ABOUT IT?

When you want the office of the President in a country like Uganda, normally you are not of simple mind and of course you ought to be surrounded by intellectuals capable of advising you of the steps you can take that keep you credible.
If Hon. Kyagulanyi is a serious person he wants the public to take him to be, he ought to know that the issue whether his concerts are cleared or not does NOT lie within the mandate of Uganda Police Force, hence writing to them and eventually blaming them makes news to the simple minded brains.
Kyagulanyi by this time should know that the clearing of his concerts lies in the jurisdiction of the President of Uganda. You can accept it or not but that is the truth. If Kyagulanyi is serious in that he wants to perform to his audience, the Head of State wants that they agree to certain things. Kyagulanyi I believe just needs to go through some clear channels to seek an appointment with the President and the date as well as venue for the meeting is discussed. Then on agreeing to set terms he will perform.
It is illusionary for a person of Kyagulanyi’s calibre to imagine that President Museveni is not in control. Whether we like it or not, he is President of Uganda and fountain of honour. The President I believe wants Kyagulanyi to sing within some boundaries while he is performing. And that is the President’s wish. If Kyagulanyi wants to harvest money in the Museveni environment, it is a matter of choice to do what the big man wants. Short of that, he should not use Uganda Police as scapegoat or his punching bag. That makes sense to people with narrow brains.
Secondly, Hon. Kyagulanyi knows very well that before his performance, Uganda Police stipulated what he has to do. And in a serious letter surely, Kyagulanyi should have elaborated on all those conditions, but he did not. That shows that he knew Police would not clear him because his issue is with the Head of State.
Talk about the Busabala concert. Surely, was Kyagulanyi ready to receive people at his beach? There were no signs that he was to perform, but here is the man riding through the town on Boba boda to his beach even when there was no stage for him to perform!
A man eying Presidency risks a ride on a Boda boda the way Kyagulanyi did defeats good understanding. I do not know what Uganda politicians gain from telling the public that they are to defy Police orders. This again makes sense to the simple minds. Surely, why would Kyagulanyi risk his life to get on Boda instead of letting the Police to give him orders to follow? This is cheap ‘katemba’ which impresses the simple minds of some Ugandans. At the end of it, still they blocked him.
I wish to advise the likes of Hon. Kyagulanyi to get serious.
Sit down and make an analysis of any situation and its repercussions. Kyagulanyi should impress those of us who believe that he is not yet material for State House, in that he actually measures up. In the miscalculations he does, he ends ‘scoring’ but a number of Ugandans register loses. Whenever there is ‘kavuyo’ Kyagulanyi should know that there are youth who wish to exploit such situations where people’s properties get stolen. Kyagulanyi should be able to tell his supporters that by putting fire in the middle of tarmac roads, they are simply punishing themselves. We are aware of the number of years people along Busabala road have cried to Government to have their road tarmacked, but then you find Ugandans with no fore sight destroying such tarmac simply because Kyagulanyi’s show was not cleared! The same myopic guys will then cry to KCCA to have the road repaired! That is the calibre of people from whom politicians look for votes. These people given their narrow brains need to be advised by the leader they support of what is right to do and what not.
In addition, Hon. Kyagulanyi needs to know that the Uganda where he has some good supporters has a multi facial front on a number of sides. The cultures a many, the history of the country is also complex, so there is need to be very careful in doing whatever he does in a mature way and more so in control over his supporters. Some seem to express sentiments of being in combat mood. It is not clear what ammunition they have. Uganda youth can be very destructive and many times when they get unruly they imagine that Uganda Police will handle them with kid gloves, which cannot be.

23rd April 2020 at 3:50 pm #670Former Internal Security Organization operative Charles Rwomushana
Former Internal Security Organization operative Charles Rwomushana and former Ethics and integrity minister Miria Matembe have cited the invisible hand of the Muhoozi project in the scandal at the Office of the Prime Minister (OPM).
While explaining how Museveni is slowly preparing his son Lt. Gen. Muhoozi Kainerugaba to succeed him on NBS TV’s Barometer talk show, Rwomushana said that he has started believing in the statements made by controversial UPDF General David Sejusa that there is a Muhoozi project.
“There is away public servants especially in top offices are being removed from offices, whenever you see Lt. Col. Edith Nakalema, just know that the project wants that office, now you wait and see who is going to replace Catherine Guwatudde in the prime minister’s office, that person is going to be their own,” Controversial political commentator said.
Rwomushana reiterated the same comments on his Facebook page when he said, “”When Museveni is constructing a new state that is compliant with the Muhoozi Project, he destroys the existing one mainly the Civil service and security by branding the existing one murderous and corrupt,” he said.
He added, “The Kayihura Police became murderous, and the murders were real, until the whole situation justified Sabiiti Muzeeyi as the Inspector General of Police. Now the Lower command of police is Muhoozi Kainerugaba SFC. Major Nakalema is dual.”
“Firstly ensure the IGG doesn’t arrest the real terminals of thieves for the NRA. Secondly, destroy the Civil service and Bank of Uganda terminals for the construction of elements of the Muhoozi Kainerugaba State. The collapse of the Major General Kaziini, defunct Katumba Wamala, Tinyefuza, the likes Henry Tumukunde neutralised any possible dissent against Muhoozi Kainerugaba in the military.” he said.
Rwamushana said that whenever a ministry is wanted by the Muhoozi project, the planners send Nakalema to humiliate the targeted person and brand him or her a thief and many times the President’s name and that of the First Lady are cited to have issued the directive to arrest the victim.
The fearless former Makerere University guild president challenged the state house Anti-Corruption unit boss Edith Nakalema to produce evidences and names of those companies she claims were offering lower prices of Posho and beans that government was procuring for the vulnerable communities who have been affected by COVID19 presidential directives.
Rwomushana was supported by former Ethics and integrity minister Miria Matembe who warned that even though Museveni wants to replace government officials with his people, he should stop humiliating them hiding behind Nakalema.
“I worked with Catherine Guwatudde for a long time, she was the Permanent Secretary when I was still a minister, she has served her country but how can you Museveni use that young girl Nakalema to humiliate her to that extent of even denying her bail?. But for me I’m praying for Guwatudde and her family,” a furious Matembe said.
Matembe revealed that there is a hidden agenda which Ugandans don’t know that is why Nakalema’s unit has been hugely facilitated compared to other legal directories set up to fight corruption like the office of the Inspector General of Government (IGG) and the Directorate of Public Prosecutions (DPP).
She said that if she was the Prime Minister, she wouldn’t have allowed Nakalema to arrest her officers even if Museveni had ordered. “Now he is just there seated, saying Ndugu when his office is being humiliated by a young girl,” Matembe said.
Our efforts to speak to the State House Anmti-corruption unit were futile.
However, President Museveni recently rubbished reports that there was a Muhoozi project. The president also explained that he didn’t appoint Nakalema to fight the IGG’s office but to work together and fight the rampant corruption and embezzlement of public funds.
RWOMUSHANA EXPLAINS WHY MUSEVENI CAN’T GIVE MONEY TO THE VULNARABLE POOR
Through a Facebook rant on his page, the former spy said that Museveni cannot distribute money to the vulnerable people during this crisis because it would be stolen.
“You must be established to cook beans and posho at that. Museveni never gives his NRA Delegates at Nambole beans and posho to cook. He gives them money. Museveni knows he has no capacity to distribute money because it would be stolen,” he said.
He added, “When I was Guild President and Chairman Needy Students I used to get money to feed students from disturbed meaning war areas and transport for the Needy Students from Museveni himself and I would distribute it instant and students would travel.
I was handling an operation that involved distribution of hard cash to terminals the whole country and it was done without any loss of money and we got the results. It can be done probably the political leadership are not crooks.”
“And if they are you execute them by firing squad and work would be done. So when you see Museveni distribute seeds in the Saleh operation and or like the food you see, the centre of gravity is enriching the supplier. That is precisely how the Museveni Deep State operates.”

6th July 2020 at 8:59 pm #879Charles Rwomushana holds several titles in Uganda
Charles Rwomushana holds several titles in Uganda’s political circles; former Guild President, former CA Delegate, former RDC, former Head of Economic and Research at ISO, former Head of Political Intelligence under ISO, former State House Spy, former Head of Political Department in President’s Office, former Head of Political Intelligence at State House, former Intelligence Operative, a celebrated Political and Security Analyst etc.
He was the 1992/1993 Guild President for Makerere University. After graduation, he became a Constituent Assembly (CA) delegate for Rujumbura county during the 1995 constitution making process but he lost the Rujumbura County M.P contest in 1996. Rwomushana excelled in open radio talk-shows popularly known as Ebimeeza. However, in 2000, he was expelled from Nelson Ocheger’s Action for Restoration of Democracy political platform. In Rwomushana’s own confession, he closely worked with Gen. Tumukunde and David Pulkol in violent rigging for Museveni’s 2001 elections. As a reward, Rwomushana was appointed RDC for Pader District in January 2001 (NOTE from Editor, could have been Pulkol, not Rwomushana).
In November 2011, Charles was relieved of the RDC office and allegedly unclearly assigned as Head of the Political Intelligence Desk in the President’s Office (Rwomushana or Pulkol). Among other tasks, Charles is said to have formulated and written the notorious Operation Wembley concept. In a May 27, 2003 letter by the Internal Security Organisation’s (ISO) Deputy Head of Human Resources sacked Rwomushana citing his conduct prejudicial to the organisation (ISO). However, Charles claimed to have resigned following a three years standoff with State House Permanent Secretary and the Director General Internal Security Organization (DG/ISO) over his emoluments. He further claimed that he had resigned owing to pressure from the Amama Mbabazi clique that allegedly was against his (Charles) performance. In October 2004, he sued the government seeking payment of salary arrears for the period he had served in the President’s Office. He argued that while he served as RDC in Pader, he was earning 1.7 million as monthly salary but when he was redeployed to the President’s Office he was paid only 800,000 as a monthly salary on top of scrapping his other entitlements. He therefore sought an order for payment of his salary arrears totalling shillings 210 million.
In September 2005, the High Court ruled in his favour and ordered the Attorney General to pay the claimed shillings 210 million including the unpaid salary arrears since 2001, transport allowance, and cost of the suit. The government did not appeal but simply refused to respect the court order.
In December 2005, Charles sought for a High Court order compelling the DG/ISO to pay his shillings 210 million salary arrears on top of an explanation from the Attorney General and Secretary to the Treasury as to why he had not been paid. It is not clear as to how the matter was resolved but since then, Rwomushana has never formally served the Museveni regime. Instead, Rwomushana has excelled as a celebrated analyst on security and political issues at different radio and television talk-shows where moderators identify his using the different titles above. In 2016, he supported Amama Mbabazi’s presidential bid in the general elections. However, being a good researcher, he has mastered a few theories of spy-craft and security dynamics of the Museveni regime for which in the eyes of ordinary Ugandans, he is a ‘security expert.”
Save for the External Security Organisation b(ESO), Museveni’s intelligence outfits are linked to only Museveni’s army and police. ISO and ESO were established by the Security Organisations Act Cap 305 of 1987. Section 6 of the Act stipulates that the Officers and employees of those outfits were to be appointed by the President on advice of the respective Director Generals. Section 11 stipulates imprisonment of not more than ten years for any officer who behaves in a manner prejudicial to the Organization’s reputation but does not talk about dismissal.
ISO evolved from the NRA Bush War intelligence outfit that was dubbed Civil Intelligence Organization (CIO). Upon coming to power, CIO was briefly referred to as President’s Office before enactment of the Act. Its staff undergo compulsory military training and are allotted army service numbers. They undergo specialised training in military and intelligence at its training schools that were initially located at Gudda before relocating to Makajjo in Ssekanyonyi and the Institute of Intelligence and Security Studies. Disciplinary action against employees is usually handled by the military courts and military prison and in most cases dismissal is by way of referring the affected staff to the army headquarters for redeployment anywhere else.
Charles Rwomushana has never been a soldier and it has never been clear as to whether he carried out his intelligence/spying assignments under ISO, President’s Office or State House as his different titles indicate. However, his dismissal letter, having been originated by the Human Resource department of ISO is most intriguing. It is most likely that after using, abusing and misusing Rwomushana’s Services under unclear terms and conditions, Museveni got stuck and directed ISO to write Rwomushana a letter of dismissal. Now that Rwomushana has come out to vie for the Presidency of Uganda, he has the burden of telling Ugandans as to which exact intelligence organisation he served under. He can best prove this by attaching his appointment letter to his May 27, 2003 letter of dismissal by ISO.
In a related development, recently, State House Comptroller dismissed claims by the three Artists who were appointed by Museveni as his Presidential Advisors, as being employees of State House. However, in public, they carry the title of Presidential Advisors.

This mentality has made me a continuous student of life.
