Uganda Members of Parliament, Opulence Lifestyle

Mps must not cling on dry grass! Their deal just got foiled but everything else they say 300b classified and not all was passed by them counting on their share!

Many Ugandans have been seen getting shock after reading stories of MPs literally living in state house at their homes in the newspapers and on different social media platforms forgetting that all our 314 MPs each is now getting UGX6.5M monthly housing allowance and their salary makes it flexible for them to afford nice homes.

Few days I saw some people commenting on
Inside Minister David Bahat ‘s ‘s village mansion located in Kitumba sub county Kabale District district and kept quiet not because it was not true but because some of them can’t understand their earnings.

Yes people are concentrating on Hon David Bahati ‘s house forgetting that their are many big houses owned by politicians in Kampala and deep down in the villages with expensive seats which were imported from China, Netherlands, USA, UK and other countries moreover with swimming pools and pavilions in compounds

Former MP and Minister Capt. Mike Mukula owns more than a state house with swimming pool in the compound in Bugolobi, Young Tayebwa Thomas who entered Parliament of Uganda just yesterday has erected a State House equivalent deep down in a village in Mitooma District where only 4WD can manoeuvre. Speaker of the parliament Rt Hon Rebecca Alitwala Kadaga has a billion Century Hotel deep down in Kamuli.
Bobi Wine Kyagulanyi with very few kids has a mansion in Majegere though he constructed it before joining parliament but he’s paid UGX6.5M as housing allowance moreover with huge salary.

Hon.Ibrahim Ssemujju Nganda who found Hon. David Bahati. in Parliament has another State House, Bahati got a salary loan during 9th Parliament tenure to build his village home.
It is funny for someone to target one person out of hundreds of politicians owning expensive homes in Kampala and their villages.

Patrick Oboi Amuriat served for two terms and has a State House too.

Then how about business persons like Kirumira, Kigundu Ham, Sudhir, Ben Kavuuya, Eng.Mugarura and others?

Rotten Beans for COVID19 Food Relief

When people who consume the beans complained they were bad, those who don’t eat beans and Posho said consumers were ungrateful to the regime’s generosity towards them.

Then Kadaga said Parliament gave OPM 59bn to buy beans and Posho but instead bought rotten beans which they are even distributing on small scale.

Again, those who don’t eat rotten beans and Posho Bamujwara.

Now, Usuk County MP Peter Ogwang (I don’t know why he isn’t distributing food in Katakwi) says they have recalled beans to distribute in Nsambya Central because they are substandard.

Rotten and substandard are the same.

        We are Ugandans. I 🙌🙌🙌🙌🙌

Yoweri Museveni and Rebecca Kadaga Lies

Why does Rebecca Kadaga share today and not before? This time they have all been exposed.
Kadaga thank you for exposing your past joint theft. All of you will never go to heaven for passing motions of theft in parliament. As long as you helped or paved a way for a thief to steal, you’re also a thief.

But this woman,”appealing to the public” appealing to the public seriously, ???she forgets that through her parliamentary leadership, she rendered the public dangerously powerless. ,pomb,”togikwatako” among other Bill’s aimed at strengthening her grip on power.
During togikwatako, the public she is calling upon to help cried out for her help, for the first time I saw people call kadaga “mama” of the nation, all seductive names were given to her but she paid a deaf ear to appease her master.
Which public is she appealing to today??

Let’s just rename Uganda’s COVID-19 to TRUCKVID -20 and pass more budgets for regime beneficiaries to share.

Only in Africa will thieves be regrouping to loot again and youths whose future is being stolen will be celebrating it.

Ugandans and fellow Africans, do you know who Yoweri Museveni is?
          Yoweri Museveni is:
1- a complete liar – he promises one thing and does the opposite or nothing at all. He holds the Bible high to promise his allegiance to God, but he does not follow what he swears before the main witness, the chief justice and the observers. Yoweri Museveni is very ungodly and that is why God is helping us fight him out.
2- a cunning lurer or conman – He lures you into doing what you may not wish to do, as he did to the Tito’s in Nairobi. He lured and forced and tricked the Tito’s and their company in Nairobi peace talks to relinquish presidential powers to him.
3- a haughty administrator – he boasts of crushing other people with opinions that do not support his own.
4- an ardent killer – he kills with impunity any person who proves wiser than him or he may imprison the person indefinitely.
5- a terrible bully – he will bully you to come to your knees for him. He has intimidated the people he is working with to do only what he wants.
6- a tactful manipulator – he has managed, through manipulations and rigging of elections, to remain in power for over thirty years now.
7- a self-centered ruler – he has sold most of government parastatals to himself and the people around him, Ugandans and foreigners. He makes sure he and his henchmen control the Ugandan economy.
8- an insatiable thief and a looter – he and the people around him have grabbed other people’s land and other possessions including cash allocated for different government projects and facilities.
9- a smart juggler – he is so sophisticated in the game of manipulation that he is always the winner. But this time he is facing the Almighty. Are you his arm – slinger? You may surprisingly find yourself flying in the air with the manipulated arm.
10- a deceitful conversationalist – be careful when you talk with him. He may throw you into fire.

Speaker Rebecca Kadaga and her MPs

Speaker Rebecca Kadaga and her MPs should not try to think Ugandans are stupid.

Kadaga and her MPs are crying wolf that the Executive and Judiciary are undermining them. However, you should know that Parliament has perpetuated impunity for as long as I can remember.

Parliament behaves like it’s beyond question.
So many silly things happen in Parliament and actually the Executive has been tolerant.
It’s not the first time Kadaga has felt bigger than any authority in our country.

She previously abused the courts by calling a court order stupid. She used continually use her position to abuse the judiciary in not one but many ways.

Just recently she ordered the Clerk of Parliament to lock the Office of Chris Obore.
She forced the Itesot man to go on leave and she even ignored the court injunction that was issued.

A senior person in the judiciary told me how Kadaga called all the big shots in the judiciary asking them to “dismiss” Obore’s application saying `I am tired of that man.”

Rumors also indicate she called the Attorney General ( the very man she also abused ) telling him to ensure Obore loses the case because she doesn’t want him.

After the leave ended, Kadaga again told the poor man from Teso to stay away from the office!
The man is now seen on social media rotting in the village because Kadaga has decreed that he must not work in parliament.
Where is the good governance Kadaga talks about ?

If you can fight a small man like Obore and cause his family suffering then what leader are you ?
Museveni knows wars to fight not civil servants. Kaguta even helps his enemies when he sees them weak and suffering.
Kadaga chaired the Parliamentary Commission that interviewed and recruited Obore.

Kadaga knows Obore was recruited by Parliament and minutes to that extent exist but she uses her tribemate at IGG to write a report to justify her interest in unfairly sacking the iteso man.

Yet even IGG did not expressly say sack the man but the report said Parliament should review their recruitment process.
Is Obole the recruitment process ? Was he the one in charge of recruitment of himself ?
She later turns around to soil the man that he has no papers.

Who doesn’t know that Obore graduated with a Masters at UMI?
She wants the Itesot out of parliament because she was told he is not loyal to her.
                    Imagine !

A commissioner told me she asked all of them to support her and resolve to sack Obore.
If you can rudely treat a civil servant then what have you done to your political opponents ?

Internally , things in parliament are not smooth as no one dares to be perceived by Kadaga as not supporting her.
Staff have to tread very carefully.

These MPs shouting that parliament is under attack , do you even know what goes on in Parliament?
Do you even know how your committee budgets are used ?
                    Mwe we are not kids.

Telling us that Executive is stealing more money is like saying you have failed in your work. Why were you elected ? To pass money that is stolen?

                      POST COVID-19 ECONOMIC RECOVERY

Yoweri MuseveniPOST COVID-19 ECONOMIC RECOVERY: WHAT IS THE SHORTEST ROUTE?

As COVID-19 infection curves flatten in world’s most hit countries, it is evident that in the coming months, the world will be recovering from COVID-19 infections biologically. However, it will take much longer and a lot of efforts and strategies for world economies, including our very own Uganda, to recover from the economic effects of the virus. Therefore, the post virus recovery period will be dominated by pursuance of measures and efforts aimed at restoring economic sanity the world over.

Whereas in Uganda, as it stands, the virus is not likely to infect as many people as elsewhere in the world, nobody in any sector in the country is likely to be spared of its economic effects. This begs the question: What efforts or policies could help Uganda to attain a fast and sustainable recovery? This is a very important question that needs to be asked and answered by all those involved in the post COVID-19 economic recovery planning in the country, as the usual ‘copy and paste’ approaches of the northern hemisphere economies to economic challenges may not be the most efficient (as they indeed they have always been) in bringing about fast economic recovery in the settings of the southern hemisphere economies in which Uganda lies.

As Uganda seeks to invest (the said set aside) shillings 500 billion in various sectors of the economy to the post COVID-19 economic recovery, I argue that the answer lies in analyzing Uganda’s economic situation based on its unique characteristics to come up with Uganda-unique approaches. A look at the following parameters may help us to come up with country and situation fit approaches to our country’s post COVID-19 economic recovery. These include GDP/production analysis –understanding and supporting our main productive sectors that are likely to bring in quick incomes to the majority of individuals in the country and gunner enough demand to stimulate and sustain economic growth again. We also need to do our Trade analysis –so as to support exports that are likely to do well in the post COVID-19 world market (that will bring in cash in the economy) and to establish imports we can produce locally hence forth through import-substitution strategies (again, to save money outflow).

                      GDP/Production analysis
According to the Uganda Bureau of statistics (UBOS) in 2018/2019 financial year (the most recent available data) Uganda’s GDP stood at 128.5 trillion shillings (an equivalent of 36 billion Dollars at the time). Of this GDP, agriculture and primary extraction (forestry and fisheries) contributed 21%, with food production alone accounting for 10% (normally 12% on average); Industry (manufacturing, mining, electricity generation and construction) contributed 27% (the major contributors being manufacturing (15.5%, 16% in previous years) and construction (6.5%)); Services contributed a whopping 43% (these included trade (9%), real estate about (7%), plus transport, education, financial services Hotels and restaurants altogether contributing 14%).

This GDP pattern can be collated with the pattern of Uganda’s exports in the same year showing that the country’s main exports were traditional cash crops (18%); Assorted foodstuffs (32%); assorted manufactured good (leather, textiles, footwear, electronics, etc) 29%; and minerals and mineral products (21%).

Agriculture and agricultural-output-related manufacturing contribute an average of 38% of GDP 50% of the country’s exports. Whereas services, mainly trade and transportation, contribute about 40% of the national GDP, about half of this is involved in the distribution chain of agricultural output –both raw materials and finished goods.

                      Production for export promotion
In terms of Uganda’s trading partners, UBOS statistics indicate that the country’s major export destinations in 2018 were: Kenya (20%), DRC (13%), South Sudan (11%), Rwanda (07%), Tanzania (02%) and Burundi (01%) –altogether East Africa making up 54% of Uganda’s export destination. This is our main export market. UAE and Europe also bought 26% of our exports at the split of 13% each. A side note: China imports less than of our total exports, a country where we import more that 20% of our total imports!

From the foregoing analysis, it is apparent that promoting agricultural production will be key in accelerating post COVID-19 economic recovery. A substantial portion of the recovery investment should be injected at various levels of agricultural output value chain, mainly production (farmer level) and value addition (agro-processing industrial level).

Further, the fact that more than 50% of our exports are agricultural products (mainly foodstuffs) implies that in spite of the likely decline in worldwide demand, the demand for Uganda’s exports is likely not to be highly affected since food is a necessity. As matter of fact, Uganda has a chance of increasing her exports especially in UAE and Europe, where the market for food will most likely be among the first to rebound. For similar reasons we do not expect to experience much variation of our exports in the COMESA region. For this reason, deliberate support to the value chain of “food for export” production should go a long way in bringing fast and growing inflow of the much-needed foreign exchange in the post COVID-19 economic recovery.

                      Import substitution
There are many voices for boosting import substitution production in the post COVID19 pandemic economy to reduce outflow of the scarce foreign exchange, boast local employment, and reduce external dependence. These are certainly right and timely calls. More important is that a single unit purchased of a commodity creates a series of jobs and income along its value chain through the multiplier mechanism. As such, for every commodity we import, we create a series of jobs and associated income along its value chain plus the resultant wealth in the country of origin. The more we can liberate of such jobs and income, the more our country will grow. It is therefore, very important and paramount to produce at home as many and as much quantity of currently imported goods as possible. However, what products can we substitute easily in the short run?

A glance at Uganda’s 2018 import statistics from UBOS suggests at least 40% of our imports consist of petroleum (20%) as well as industrial equipment and raw materials (about 20% too). These are not easy to substitute in the short run as they are natural resource and technology based. However, another 40% consists of products that we already make here but import non-the-less. These include, sugar and sugar products, processed and packed vegetables, textiles, paper products, cereals, soap and detergents, fertilizers, and other easy to produce products. Therefore, boosting local production of such commodities (to fill the gap normally filled by importation of these commodities) and ideological orientation of local consumers to consume local products, can see Uganda reduce her imports by 40%.

However, in selecting the products for whose production has to be boosted or introduced locally, care has to be taken not to rush to those products that will require importation expensive equipment which will in fact lead to more foreign exchange outflow. It is better to support increase in capacity and variety of the products already produced locally and especially those that use local raw materials. The purpose here is to make sure there is a net gain in foreign exchange retention out any import substitution expenditure.
Of particular target should be development of cottage industries, as they require not so large amounts of capital and technology yet they are fast at spreading employment.

In terms of which products deserve how much support, an assessment of the current production capacity vis-a-vis the net demand (current local demand, exports and what has been previously imported) can be a great guide to answering this question. The objective would be to push each industry to satisfy the anticipated new level of demand, after importation of similar products has been stopped.

Further, considering that this is a liberal economy and due to various limitations to regulating international trade, especially retaliation, importers of these products need be engaged to practice patriotism and stock Ugandan products and reduce or completely stop importation of such products. This will ensure a friction-less policy implementation.

                      The Service sector
The service sector has very many players and of different sizes. It is therefore not easy for a direct government intervention. The best way to intervene in this sector is to avail the player’s easy access to finance. This finance can come in form of cheap loans from financial intuitions. Thus, the best intervention mechanism here is for the government to enter into arrangements with financial institution to offer cheap credit micro enterprises in the services sector. One of such tools is of course cutting the central bank lending rate to as low as can achieve the desired out come in the financial market.

A detailed (numerical) analysis of the above scenarios in terms of input versus resultant benefits should help guide the distribution of relief funds. What is also apparent is that the 500bn shilling budget may be a meager amount to stimulate the urgently needed recovery in the shortest time possible. That examination too will be up to those in charge to make.

                        President John Magufuli  on COVID19

Tanzania’s President John Magufuli says he is sending a plane to Madagascar to collect some of the herbal tonic the Malagasy President Andry Rajoelina recently claimed could “prevent and cure COVID19.” The WHO says there’s no proof of a cure yet.

President Magufuli said a number of people have been told they’ve tested positive for #COVID_19 when they were not. He said they’d also tested some fruits and livestock that turned out positive- pointing to a conspiracy by scientists colluding with imperialists.

Local Defense Unit (LDU) officer shoots dead a boda boda rider

Killing in Masaka as a Local Defense Unit (LDU) officer shoots dead a boda boda rider and his passenger who happened to be a pregnant woman dead. This has happened near Byansi pharmacy.

Moments ago the regime LDU shot dead a Boda Boba cyclist who was trying to take a pregnant mother to Masaka referral Hospital.

This brutal murder reportedly happened just near Byansi medical center in Masaka town…pray for the sick mother who is apparently fighting for her dear life.

Police has come and collected the dead bodies taking them to Masaka referral hospital for postmortem.

                              ISO Agent Simon Peter Odongo

Simon Peter OdongoUganda’s security services are holding Simon Peter Odongo, a controversial operative with Internal Security Organisation (ISO).

Odongo was arrested on Monday night after he tried to shoot UPDF soldiers on a night operation in a Kampala suburb.

“Odongo wanted to shoot UPDF soldiers on duty. The soldiers were following up on allegations related to malpractices in COVID-19 relief food distribution,” said a source who preferred anonymity to speak freely.

Odongo is said to have been in company of two other men who also tried to open fire at UPDF.

“The other two people and Odongo had illegal guns. Investigations have started,” the source observed.

Defence spokesperson Brigadier Richard Karemire was unable to comment on the development, saying, “No info; ISO is not under the Defence Ministry or UPDF.”

                              WHO IS ODONGO?

A divisive figure, Odongo hit to the limelight in 2018 in an expose.

Odongo shocked Uganda’s security establishment in 2018 when he claimed having hacked the operations of Thuraya, a UAE-based leading mobile satellite communications company, to obtain the recording of Gen Kale Kayihura’s conversation with former Police Flying Squad boss Herbert Muhangi about the assassination of AIGP Andrew Felix Kaweesi.

Odongo told the police-led security team investigating Kaweesi’s killing that Muhangi received a call via a satellite phone and facilitated a conference call whereby the caller, he and Kayihura could converse about the murder.

Odongo briefed the joint investigating committee that he had a window of “66 seconds” to obtain details of the entire 5-minute conversation during his hacking mission.

The ISO operative said he was only able to obtain “7 seconds” of the discussion which were pinning Kayihura and Muhangi in the murder.

Odongo’s audio claims Kayihura told Muhangi that “thank you” after the murder of Kaweesi.

In the “7 seconds”, Odongo said he was “lucky” to get the part that would incriminate Kayihura and Muhangi in Kaweesi’s murder.

This stunned some members of the joint committee who wondered how one would first of all have the ability to hack one of the most secure satellite phone networks in the world and also be lucky to get the part that incriminates the two senior police chiefs.

“It was a shock to most of us because we wondered whether he was a magician. Satellite phones are always secure because they don’t use masts. That’s why they are preferred by leaders of rebel movements such as Joseph Kony and terrorists. It’s hard to locate callers who use satellite phones,” said an official who attended the briefing sessions.

It was later established by the joint investigation committee that Odongo used modern software tools to concoct a voice of Gen Kayihura to implicate him in Kaweesi’s murder.

This revelation underscored the level of intrigue and unprofessionalism in Uganda’s intelligence organs.

                              Smear campaign

Officials told us on Wednesday morning that Odong is being investigated over other acts of indiscipline.

“He has been terrorizing and extorting the businesses people. We will get to the bottom of this matter,” said an investigative officer.

Odongo is also accused of running a smear campaign against the First Family by distributing content to a news site known as People’s Agency.

Odongo is a close associate of Alfred Idusso who is attached to ISO’s ICT team which has been accused of forgeries to implicate high ranking government officials, politicians and private businessmen in fictitious crimes.

A joint security agency operation has arrested Simon Peter Odongo, a renowned civilian hacker attached to the cybercrime unit of the Internal Security Organisation (ISO).

According to a source in security, Odongo was arrested on Monday night around his home near Kampala after he threatened to shoot at UPDF soldiers on duty.

The source says the UPDF soldiers were on Sunday following up some reports related to food distribution to vulnerable communities in Kampala amid the Covid-19 pandemic.

Odongo who is said to have been in the company of two other people obstructed the soldiers and placed them at gunpoint.

According to the source, the soldiers who apparently did not want to cause a scene, withdrew from the area but immediately reported to their commander about an armed civilian who pulled a gun at them obstructing official duty.

On Monday night, joint security operatives led by police visited the area to investigate the reports. A search of Odongo’s home was mounted and 2 SMGs and a Pistol were recovered. One of the SMGs is said to be carried by his escort in Kampala while he moves with one SMG and a pistol.

The source says Odongo attempted to run away but took cover in a corridor upon hearing the sound of gunfire when a bullet was shot in space to halt his attempt to flee.

                              Cyber Crime Reports:

Our Reporter has it on good authority that security agencies had earlier picked reports about fake intelligence that Odongo presents to CEOs of government agencies and the business community and in turn extorts money from them in exchange for their freedom.

“He has been terrorising and extorting from the business community by pulling illegally acquired guns at innocent people. His 40 days are up,” an ISO operative told this reporter.

Odongo is also accused of hacking into systems and in turn extorts money in order not to make details of his victims public.

“He is a known hacker picked from the street by our boss. He was not within our ranks and he should not have been armed,” another ISO operative said.

                              ISO Staff Celebrate

“We were all sidelined and our duties were assigned those quacks who keep forging intelligence reports. Imagine the embarrassment Odongo has now caused by attempting to shoot at UPDF. If the soldiers did not exercise restraint, there would be a bloodbath,” an operative observed.

Asked why he thinks ISO should not work with civilians, the operative said: “Far from it, the nature of our work involves civilians, we handle internal security. But, we are trained to compartmentalize information and not to arm informers with SMGs. It was not correct to arm Odongo who was picked from the street.”

Other operatives who spoke to this news site upon learning that we had launched investigations into the arrest of Odongo decried low pay for regular staff yet others who were described as “street quacks” take home hefty salaries.

“Odongo is not an established staff. He is a civilian, and works as an asset but he is paid higher than even senior directors,” one operative revealed.

Asked what ‘asset’ means in ISO terms, the operative warned against being probed.

“Why do you want to know the meaning of our terms. Are you probing me? I have told you the problem. I cannot now behave like quack ISO operatives who reveal everything. They forge reports and leak their own fake reports to newspapers. I’m above that.”

Odongo is reportedly arrested at Special Investigations Unit (SIU) in Kireka as police undertakes further investigations into his alleged illegal activities.

Uganda coronavirus COVID-19 cases has risen to 114

Uganda coronavirusUganda’s total number of confirmed coronavirus cases has risen to 114 after identifying 13 new cases on Friday.

According to the Ministry of Health, all the new cases are truck drivers from the 2,421 samples tested on Friday May 8.

“Out of the 13 new cases, 7 are Kenyans, 4 are Ugandans while 2 are Tanzanians. Tracking them has commenced and the public will be informed accordingly,” says the Health Ministry in a tweet on Saturday morning.

The Ministry says also 740 community samples were on the same day tested and came out negative for COVID-19.

Uganda’s total number of recoveries remain 55.

Out of the total 114 confirmed cases in Uganda, almost half are not Ugandans.

Following the increased Covid-19 cases among truck drivers, the trade and transport national taskforce sub-committee resolved that drivers park in only gazetted places where they can be tracked while in transit in case their results, from samples taken at the border of entry, return positive.

Task force Selling Covid19 relief food meant for the vulnerable

Two members of the Rukungiri district Covid19 task force have been arrested for allegedly selling food meant to be distributed to the vulnerable locals affected by the corona-virus lockdown.

The arrested are Robert Tukamuhebwa, the district youth council chairperson and Isaac Kaharuza, the personal assistant to former Rujumbura Member of parliament Rtd. Major General Jim Muhwezi.

Moses Nanoka the Rukungiri District Police Commander says the two were arrested together with the person to whom they sold the maize flour.

The DPC however, could not divulge the identity of the buyer.

Elias Byamungu, the Rukungiri district CAO who is also on the task force says they had become suspicious of food donations being mismanaged, which compelled them to change the subcommittee in charge of distribution two weeks ago.

He says the task force members got concerned after some people reported that the food donations were being sold.

Byamungu says around, 1300 kg of maize flour was sold at Shs 1.6 million by the suspects.

This is believed to be the third time the duo was selling the maize flour which was donated by North Kigezi Diocese.

Dan Ayebazibwe Kaguta the Rukungiri RDC had not responded to our request for comments.
