UGANDA PARLIAMENT HAS BEEN TURNED INTO A CLEARING HOUSE,MPS BAG 20 MILLIONS EACH DURING THE COVID-19 PANDEMIC.THIS IS HOW SELFISH THESE MEN & WOMEN CAN BE.Our dear MPs have given themselves sh20 million each to fight covid 19.
But they are not allowed to hold rallies, not allowed to give food to their neighbours or voters,. They are not allowed to travel to their constituencies, even if they travelled, they cant meet any one as churches are closed, shops are closed, no wedding functions, no burials, no birthday parties, no workshops, every one is locked at home.
How exactly are they going to use this money and on what?
ANSWER:
They will represent us by eating on behalf of all their voters who are currently starving during the Covid lockdown.Then after they will go Vote for the Extension of Elections,Its a BribeOver 9.5 bn shilling is to be spent on the over 452 Mps ie,290 constituency Mps,120 women Representatives,10 army Representatives,5 youth Representatives,5,workers representatives,5 Representatives of the disabled and 17 EX officials.
As their constituency people are grappling with absolute poverty,with an already bleeding economy,these heartless men and women have chosen to further stretch the coffers by pulling out close to 10bn.
Health facilities are in bad shape, vulnerable people are lacking what to eat, at least 10 billions should have been given to the medical workers who are at the forefront..
For what?, Who don’t know it, instead of giving Ministry of Health their just wasting to those selfish mps. Looters! Do they all Know d Pathophysiology of COVID 19?. Why not use dat money to help the needy other than just wasting taxpayers money?
This must be the work of health workers not legislators why are these people so selfish? That’s broad day robbery 20.m for what? Let that money be given to health workers who Are paid peanuts to do the sensitization not those crooks.

People want food and security now, not consultations now.These guys benefit from every situation in Uganda. Uganda’s problems are always avenues for hyenas to eat. You give an mp 20 millions and a poor person 6kg of posho and 3 kgs of beans,where is the logic here???? Divide 20m by 6kgs of maize flour and 3kgs of beans, how many people can it feed.
Do they need to first be paid in order to do what they were elected to do and also receive salaries.Then they are soon extending two years for their own term and their boss. Africa’s biggest challenge is leadership. How sad this is …these guys came to destroy and steal…this is the time they should be making decisions not the mp thugs. And then they publish such nonsense, who said we don’t know it and are all mps medical doctors that they understand this disease because most of them are just ignorant as the ordinary Ugandan.
The deadly coronavirus pandemic and the move by government to curb its spread through a lockdown has challenged the public service infrastructure as never before.
This has seen service delivery in critical sectors such as health severely hampered, amid increases in reported cases of avoidable deaths.
Bududa is one of the most vulnerable districts to disasters. Many civil servants in the district stay in Mbale Town, 35kms away from their workplaces.Some civil servants in the district say Bududa is too remote, prone to landslide disasters and accommodation, especially at health facilities, is inadequate.
Ms Tappy Namulondo, the Bududa Chief Administrative Officer (CAO), says the lockdown and the general threat from the Covid-19 pandemic has terribly affected service delivery.
“We are already facing a number of effects. Some of our workers stay in Mbale and they commute to work at the district,” Ms Namulondo told the media in a telephone interview on Tuesday last week.
The CAO said although the district is making attempts to provide transport to the workers, they are financially constrained.“We have availed vehicles to transport the workers every day but we have a challenge with fuel. This is an emergency that was not budgeted for,” she said.
Ms Namulondo said the district has also encouraged health workers who have accommodation at their workplaces to stay there.
However, Mr Sam Kusolo, a civil society activist working in the district, said many health workers are not reporting to work, thus hampering service delivery.
“Even officers in charge of most health centre IIIs are not there,” he said.
Ms Lillian Akullu, one of the health workers in the district, who lives in Mbale Town, says since the President suspended public transport, she has failed to report to work on some days.“I use district vehicles that always pick us from here [Mbale Town] but some days, the vehicles are too few to take all of us,” she said.
However, Local Government minister Raphael Magyezi warned local government officials against allowing workers to stay away from their duty stations.
“Workers should stay near the workplaces. For hospital workers, they should stay at the hospital quarters,” the minister said in a telephone interview on Tuesday last week.“District health officers and district chairpersons must come up with measures to ensure essential staff remain at the workplaces,” he added.
He said health workers in Bududa should not be allowed to stay in Mbale Town and travel to Bududa because they can pick the virus on the way.“Let them [authorities] put some tents or identify a nearby place for them to stay near their workplaces,” he said.
The minister said government was going to sort the issue of fuel for the districts.
“The supplementary budget for fuel will be presented in Parliament today [Tuesday last week]. The budget is around 150m per district,” he said.
Mr Magyezi said government was also working to provide all health workers with protective gear to boost their confidence and safety during the pandemic.
“We have already provided for workers in regional referral hospitals,” he said.
The minister charged the Resident District Commissioners at the borders to ensure community engagement in monitoring illegal entry through porous borders.Public servants
Service delivery. Earlier on March 25, the Ministry of Public Service wrote to officials in Ministries, Agencies and Departments directing them to ensure continuity of service delivery.
“Each Ministry, Department, Agency and Local Government should identify skeleton staff to remain on duty to ensure that essential services continue to be provided,” the letter reads in parts.
Asked how this was going to work for civil servants who stay far from their workplaces and lack transport means, the ministry’s Permanent Secretary Ms Catherine Bitarakwate Musingwiire, said a system to ensure that was already in place.“There are institutional vehicles,” the permanent secretary said. She said health workers and security personnel were free to move.
The ministry also clarified that those who were not going to offices would be working from home.

Medical ethics is based on a set of values that professionals can refer to in the case of any confusion or conflict.Medical ethics describe the requirements and expectations of medical professionals within medical facilities. These values include the respect for autonomy, non-maleficence, beneficence, and justice. Such tenets may allow doctors, care providers, and families to create a treatment plan and work towards the same common goal. It is important to note that these four values are not ranked in order of importance or relevance and that they all encompass values pertaining to medical ethics.
However, a conflict may arise leading to the need for hierarchy in an ethical system, such that some moral elements overrule others with the purpose of applying the best moral judgement to a difficult medical situation.
Medical ethics as suggested by Tom Beauchamp and James Childress in their textbook Principles of biomedical ethics recognizes four basic moral principles, which are to be judged and weighed against each other, with attention given to the scope of their application. The four principles are:
𝐑𝐞𝐬𝐩𝐞𝐜𝐭 𝐟𝐨𝐫 𝐚𝐮𝐭𝐨𝐧𝐨𝐦𝐲 – the patient has the right to refuse or choose their treatment.
𝐁𝐞𝐧𝐞𝐟𝐢𝐜𝐞𝐧𝐜𝐞 – a practitioner should act in the best interest of the patient.
𝐍𝐨𝐧-𝐦𝐚𝐥𝐞𝐟𝐢𝐜𝐞𝐧𝐜𝐞 – to not be the cause of harm. Also, “Utility” – to promote more good than harm
𝐉𝐮𝐬𝐭𝐢𝐜𝐞 – concerns the distribution of scarce health resources, and the decision of who gets what treatment.
𝐑𝐞𝐬𝐩𝐞𝐜𝐭 𝐟𝐨𝐫 𝐚𝐮𝐭𝐨𝐧𝐨𝐦𝐲
The principle of autonomy, broken down into “autos” (self) and “nomos (rule), views the rights of an individual to self-determination. This is rooted in society’s respect for individuals’ ability to make informed decisions about personal matters with freedom.
Autonomy has become more important as social values have shifted to define medical quality in terms of outcomes that are important to the patient and their family rather than medical professionals. The increasing importance of autonomy can be seen as a social reaction against the “paternalistic” tradition within healthcare. Some have questioned whether the backlash against historically excessive paternalism in favor of patient autonomy has inhibited the proper use of soft paternalism to the detriment of outcomes for some patients.
The definition of autonomy is the ability of an individual to make a rational, uninfluenced decision. Therefore, it can be said that autonomy is a general indicator of a healthy mind and body. The progression of many terminal diseases are characterized by loss of autonomy, in various manners and extents. For example, dementia, a chronic and progressive disease that attacks the brain can induce memory loss and cause a decrease in rational thinking, almost always results in the loss of autonomy.
Psychiatrists and clinical psychologists are often asked to evaluate a patient’s capacity for making life-and-death decisions at the end of life. Persons with a psychiatric condition such as delirium or clinical depression may lack capacity to make end-of-life decisions. For these persons, a request to refuse treatment may be taken in the context of their condition. Unless there is a clear advance directive to the contrary, persons lacking mental capacity are treated according to their best interests. This will involve an assessment involving people who know the person best to what decisions the person would have made had they not lost capacity.
Persons with the mental capacity to make end-of-life decisions may refuse treatment with the understanding that it may shorten their life.
𝐁𝐞𝐧𝐞𝐟𝐢𝐜𝐞𝐧𝐜𝐞
The term beneficence refers to actions that promote the well being of others. In the medical context, this means taking actions that serve the best interests of patients and their families. However, uncertainty surrounds the precise definition of which practices do in fact help patients.
𝐍𝐨𝐧-𝐦𝐚𝐥𝐞𝐟𝐢𝐜𝐞𝐧𝐜𝐞
The concept of non-maleficence is embodied by the phrase, “first, do no harm,” or the Latin, primum non nocere. Many consider that should be the main or primary consideration (hence primum): that it is more important not to harm your patient, than to do them good, which is part of the Hippocratic oath that doctors take.
This is partly because enthusiastic practitioners are prone to using treatments that they believe will do good, without first having evaluated them adequately to ensure they do no harm to the patient. Much harm has been done to patients as a result, as in the saying, “The treatment was a success, but the patient died.” It is not only more important to do no harm than to do good; it is also important to know how likely it is that your treatment will harm a patient.
So a physician should go further than not prescribing medications they know to be harmful—he or she should not prescribe medications (or otherwise treat the patient) unless s/he knows that the treatment is unlikely to be harmful; or at the very least, that patient understands the risks and benefits, and that the likely benefits outweigh the likely risks.
𝐉𝐮𝐬𝐭𝐢𝐜𝐞
In research ethics, justice is the fair selection of research participants. Justice is the ideal distribution of risks and benefits when scientists conducting clinical research are recruiting volunteer research participants to participate in clinical trials.
The concept gives guidelines on how scientific objectives and not membership in either a privileged or vulnerable population should determine which members of which communities should meet inclusion criteria to participate in research in order to most equitably share the risks and benefits of the research.
𝐑𝐞𝐬𝐩𝐞𝐜𝐭 𝐟𝐨𝐫 𝐡𝐮𝐦𝐚𝐧 𝐫𝐢𝐠𝐡𝐭𝐬
The human rights era started with the formation of the United Nations in 1945, which was charged with the promotion of human rights. The Universal Declaration of Human Rights (1948) was the first major document to define human rights.
Medical doctors have an ethical duty to protect the human rights and human dignity of the patient so the advent of a document that defines human rights has had its effect on medical ethics. Most codes of medical ethics now require respect for the human rights of the patient
𝐈𝐧𝐟𝐨𝐫𝐦𝐞𝐝 𝐜𝐨𝐧𝐬𝐞𝐧𝐭
Informed consent in ethics usually refers to the idea that a person must be fully informed about and understand the potential benefits and risks of their choice of treatment. A correlate to “informed consent” is the concept of informed refusal. An uninformed person is at risk of mistakenly making a choice not reflective of his or her values or wishes. It does not specifically mean the process of obtaining consent, or the specific legal requirements, which vary from place to place, for capacity to consent.
Patients can elect to make their own medical decisions or can delegate decision-making authority to another party. If the patient is incapacitated, laws around the world designate different processes for obtaining informed consent, typically by having a person appointed by the patient or their next of kin make decisions for them( for my case, I don’t want any relative making decisions for me, I make decisions for myself, not my father not my mother regardless of my state of health!). The value of informed consent is closely related to the values of autonomy and truth telling.

Today, it is generally believed that each MP takes home averagely Shs25 million monthly, is given Shs103 million to buy a car of choice at start of 5-year term, and an I-pad. They also bag sitting allowances for committees and plenary and per diem for inland and abroad travel and get medical allowances and insurance.
They also get Shs15 million to Shs30 million monthly in fuel/mileage allowance depending on how far their constituency is from the parliamentary building.

Breaking news: Corona positive track driver being rushed to Gulu this night. He was tested at Malaba border and intercepted in Kamdini Oyam district. Do we already have rapid tests? Wow!Albert Okolong: This was mis calculation by MOH. Imagine its almost 400kms from Malaba to Gulu. How many contacts did he come across. I think drivers need to wait for results after taking the test.

Police in Kisoro District are investigating a mob justice incident in which two suspected Irish potatoes thieves were killed on Wednesday morning.The two who were lynched by the mob at Buhayo village, in Chahi subcounty have been identified as Maniriho Didas, 32 and one Bwenggye 31.
Norah Iradukunda the LCI chairperson of Buhango village says at around 5am she heard a mob in front of her home beating up people and when she woke up, she found a group of people standing over two dead bodies lying on the group.
Upon asking, she was told that the two men were caught red handed in one of the gardens in the neighbouring village of Muganza.
The two were found with a half full sack of stolen potatoes.
The locals say they have lately been dealing with increasing cases of theft of food and livestock from their homes.
One of the locals says following this surge, the residents sat and resolved in their village meeting that if anyone is caught stealing they should be beaten to death.
Elly Maate the Kigezi Regional police spokesman confirms the incident and says that the two bodies retrieved from the scene and conveyed to kisoro hospital for post-mortem and the sticks used to kill the two have been exhibited.
Maate says that one person Tawumenye Fred has been arrested to assist in inquiries as Efforts to arrest more suspects are under way.

There is no better replay of the “Affair of the Diamond Necklace” as it happened under the French Bourbon Monarchy than what has transpired in the halls of the Ugandan parliament these last two weeks.
During the reign of Louis XV between 1784 – 1785, he offered to have the most expensive Diamond Necklace worth 2 Million Livres (about US$ 20 Million today) made for his concubine Madam Du Barry but at a time when his subjects were starving and dying of the smallpox virus (unfortunately he died of smallpox before giving the necklace to his concubine).
The son, Louis XVI went on to become the next king, but in tow, was another extravagant queen that would ask the subjects to eat cake — “Qu’ils mangent de la brioche”, a type of bread made of eggs and butter when these peasants didn’t have any bread.
We have a war! A pandemic! An alarming situation where Ugandans are now eating less than one meal a day to defeat this Corona Enemy. And then comes a parliament devoid of any sense of humility to join forces with the masses in the war but rather taking away even the little that they are left with.
There is no worse misery than finding the population on its knees as a result of the dwindling economy hit by the ravaging Coronavirus, while the Speaker of the Ugandan Parliament is leading the chorus to get a supplementary budget ploughed through but earmarking a minimum bonus of US$ 6,000 per Member of Parliament (475 in number).
Yes, the speaker has orchestrated a move to channel a whopping 10 billion Ugandan Shillings or US$ 2.7 Million of the taxpayers’ money to go feed the already satisfied heartless legislators on cake and meat, while sending bags of posho and beans full of stones to the wanaichi, so far Kampala and Wakiso have indeed tested the stones.
There was a genuine cause for Parliament to pass a supplementary budget that would slow down the economic downturn as well as help government to full equip itself to fight this war against the obscure but lethal enemy – coronavirus.
Without a sounding defence against coronavirus, it is undeniable that there would be a long-term repercussions on the social service and national security systems of the country, an impact that would affect each and every citizen for generations.
It thus leaves one to wonder, how heartless can our legislative arm be to sneak into the well intentioned budget a whole Ten (10) billion that is for nothing but entertainment in the times of war, when solidarity and sacrifice is all the country needs. Indeed, Kadaga is telling Ugandans to go eat cake when there is absolute hunger.
If things have gone this bad, (which is the case because parliamentary oversight has gone to the dogs), then voters need to ask for a real change in Parliament for patriotic and intellectually upright cadres starting from the Speaker herself.
It is a hard task get the voters aware of the power they wield in their voting rights, but when voting comes, this is now the time to begin ticking the right boxes in line with changing the status quo in the August House for the better.
The more, our voting pattern relies on the silver coins received, the more we build complacency in the August House that breeds notoriety and familiarity when it comes to misuse of our taxes at the expense of very important budget items that seek to develop and protect the country as a whole.
Warren Buffet famously noted that “it’s only when the tide goes out that you learn who’s been swimming naked” and indeed this coronavirus has exposed the parliamentary butts for all Ugandans to see the sharks that we have been swimming with.
It is not a coincidence that counter-oversight agencies have for ages been left to run business on crumbs and patriotism as these well-funded MPs continue to amass the billions of the taxpayers funds.
When shall we countercheck these excesses to make Uganda a better country? Time and again, budgetary requests for crucial services are being thrown out by the various committees of this August House, without the scrutiny or input that is deserved of an MP, leaving any sane Ugandan doubting the purpose as to why we are having a blotted, selfish and hugely ignorant parliament in the name of democracy – rule of the people, by the people, for the people.In the end, a question remains lingering because sanity has to prevail, is Rt. Hon. Rebecca Kadaga, guiding her house to represent the views of the people?

Am so disgusted by the NRM members of Parliament on the decision to accept the 20 million Ugandan shillings in the name of sensitization of covid-19 in your constituencies.
You completely disregarded the feelings of the Ugandans who for sure are suffering in this period.
Why didn’t you say you wanted the 20m to buy posho and beans for at least 450 homes of sick and old vulnerable people in your constituencies.10kgs of posho cost 22000 and 5kgs of beans cost 20000.You each would have bought approximately 450 bags of posho and 450 bags of beans.
If you think well,adding one month of your salary would have doubled the help to these voters.
You already each earn a minimum of 25m per month,of which non of you has put a motion in parliament to cut it to half during these hard months to support government financially.20m (for sensitization) plus 25m (from your one month salary) equals 45 million shillings which is way less, considering how much you spend during campaigns.These are the times when you should side with all your people and not your pockets.
These are the times when you should sacrifice income from your businesses to sustain/support a good number of your voters.As a comrade who has always gone looking for Nrm votes from these same voters, you deny me the platform to support you.
I feel so heartbroken with this decision made by parliament despite the fact that there are more things that indeed go wrong but we try and understand because of the pre-existing conditions of our economy and country.But i also understand that fighting president M7 out is being done at many fronts i.e Parliament, police,cabinet and mainly STATE HOUSE. In these offices many are pretending to be NRM but are inside to tarnish and destroy the party and the president since the bush is not an option any more,proof to existence of the MAFIA who by the way started on me one year ago,a topic am soon opening publicly.
Therefore with all due respect, i kindly request the NRM members of Parliament to reconsider the 20m,add your one month salary, personally buy food for the people of your constituencies, hand it to the ministry of health with specific guidelines for your people.The ministry can then work with the RDC’s and LC’s to distribute the food to the sick and most vulnerable people.
There are so many people on strong medication like for TUBERCULOSIS AND HIV but lack food.These lists of patients can be gotten from all medical focal persons per medical facility or even the DHOs.We await your noble response.

I have seen some cheap talk going viral on social media that Yoweri museveni has shown visionary leadership in the fight against covid19, but what is wrong with people’s heads? Which solomonic decision has museveni made, these are simple actions anybody in power would think of, simply locking down, can such people explain why he delayed to close the borders despite of the knowledge of the threat, have forgotten the mp who came from south Korea but never quarantined?, What of the foreigners who are still entering Uganda though small paths, that cheap talk has room only in the small gullible minds.

Let no body lie to u, this was a bribe to MPs so they can accept to pass the 300bn supplementary budget. They just Baptisted it to hoodwink the public.
