Fast Forward

In 1990s, Yoweri Museveni asked his brother-in-crime, Salim Saleh to start doing bidding for him after realizing that Janet was becoming too rich. Yoweri Museveni tried to take over Ssembuule Steel Rolling Mills but Ssembuule refused. To sabotage Ssembuule operations, Salim Saleh took over all faulty rail lines and train wagons as scrap which he sold in Kenya and raised close to $100m.  He used this Money to invest in Greenland Bank, Standard Chartered bank and also acquiring land with dubious and deceptive compensations.

Salim Saleh was further given contracts to procure weapons for military and police and managed to collect commissions and embezzlement totalling to over $400m for a period of five years, from 1995 to 2000.

Using Securiko Group and Askari Security, then UPDF, Salim Saleh managed to loot gold and timber from DR Cong amounting to US$15bn on orders of Yoweri Museveni.

On sharing their loot, Museveni took $6bn Salim Saleh took $4bn Janet was given $2.3bn and Sam Kutesa received $1.2bn

Murder of top Businessmen to monopolise local businesses through Chinese proxies

Starting in 2003, the first lot of Chinese was coordinated by Amama Mbabazi when he was the Security Minister. He went into the negotiating and signing of oil deals and contracts. Sam Kutesa was always in diplomatic meetings with Chinese government officials to start weapons trade, oil exploration, and industrialisation, among other things.

Museveni realised that Kutesa was always taking a lot of bribes in millions of dollars that Amelia Kyambadde the then PPS to Museveni was overwhelmed with complaints from Chinese. Museveni brought Salim Saleh on board making a host team of three people. Kutesa, Mbabazi and Salim Saleh.

Later in 2009, when the Chinese business association pledged to the president to contribute US$15million to facilitate the 2010/11 campaigns, Salim Saleh took over from Mbabazi under the orders of Museveni. Kahinda Otafiire tried to come in with the idea to setup a China Town but Kutesa and Kataha resisted his idea.

Salim Saleh opened for them an information office in Mutundwe at Serene Suites and Ntinda on Capital Shoppers Mall. (December 13, 2009)

105,000 thousand Chinese arrived in Uganda between 2009 and 2012 and the number staggered then due to Walk to Work protests.

In 2013, there were 300 Chinese supermarkets, 1,104 shops and just 15 factories. The rest has ventured into fishing, agriculture, machinery, construction and others were laborers and shop vendors.

Just after a year, poor Chinese who had gained experience started getting capital loans from Exim Bank guaranteed by the Communist Government of China. So they returned and opened up wholesale stores in Kampala and major towns of Uganda extending up to rural urban centres.

In 2015 after Amama Mbabazi was dismissed from the team and as Premier of Uganda, Edward Ssekandi, the VP came on board. Chinese doing local businesses but holding investors licenses through corruption enjoyed tax holidays at the expense of local businessmen. Their profits were unmatched.

This prompted the Publicity Secretary of KACITA, Mr. Mugenyi Christopher to form an Association dubbed UMOSTA (Uganda Motor Spares Traders Association) to fight the Chinese. The resistance was too much. For seven years, he has been losing colleagues, his businesses suffocated and he is now nearly out of business.

There are more deaths than public records display. Salim Saleh, Edward SSekandi and Museveni have helped to conceal this evil and Museveni openly tells off the public to leave his Chinese alone.

Some of the businessmen killed were those dealing in:

2. Fish export
3. Tires trade
4. Battery trade
5. Spare parts trade, vehicle and motorcycle combined.
6. Solar business
7. Fabric
8. Electronics and
9. Cosmetics

These kills were executed by special assassins from SFC, commanded by Salim Saleh, Special Police Unit, commanded by Nickson Agasirwe and ISO Operatives Commanded by Juuko Abdul.

SOME OF THE DECEASED MURDERED BY SALIM SALEH FOR BUSINESS SPACE INCLUDING FOREIGN NATIONALS

1. Dickson Sentongo murdered in September 2010 [Journalist-killed for critising Chinese importation]
2. Paul Kiggundu killed in Masaka, September 10th 2010.
3. Badru Kateregga killed in September 2012.
4. Hajji Abubaker Kiweewa murdered on 22nd June 2012.
5. Abdul Karim Sentamu killed on the 20th April 2012.
6. Derek Coggon murdered on the 8th March 2013.
7. David Kabasharirwa, 11th August 2013 shot dead at his store.
8. Swaib Kalibala – 20th August 2013.
9. Max Speke Aliyanyika murdered – 13th December 2013.
10. Madho Madhui Vsoodanan shot dead on 14th April 2014.

*Former owner of serene suites Mutundwe, Mr Wanji, was beheaded and doctored investigation pinned a wheelbarrow pusher to have murdered him, this is now owned by Salim Saleh. This is where Kaka Bagyenda was initially hosted when he was appointed Director General ISO before he was given settlement package as he long lived in kalangala islands: no wonder the various safe houses and detention centers on the various islands with Ugandans as slaves working on farms. Bagyenda hires out kidnapped hostages to work on farms and earns big from them.

Upon the rise of Bobi Wine’s people power revolution movement, Salim Saleh unleashed Team Kavuyo and Special Political Operations Unit under SFC Commanded by Muhoozi Kainesatani supervised by Muzeyi Sabiti to arrest, kidnap, brute and intoxicate people power activists to deter their venomous activism.

It was Salim Saleh who ordered for the gazetting of the 100 safe houses spread across the country for brute and intoxication of people power activists and many have been victimises while others are still held in these safe houses.

Salim Saleh and Museveni vs People Power

After allegations by ISO that an unspecified amount of money had been ferried into the country to finance mass protests, Museveni immediately ordered Salim Saleh to leave his Kapeeka based duties to concentrate on strategies that keep the regime in power. Ugandans are aware that Kapeeka industrial complex / Namunkekera Industrial Park has the so called rich Chinese investors who invested in factories and assembling plants. The industrial complex seats on land privately owned by Salim Saleh and he claimed that he bought this land after selling his Garuga estate to a wealthy Kenyan.

Insights

The Garuga Estate belonged to the Late Garuga Musinguzi who established a beach named Heritage Park which was then in the early 2000s was a major destination for the holiday makers bashes. This beach at the time in 2000 was the largest happening place in Uganda and collected thousands of clients weekly. Salim Saleh was interested in buying this place from Garuga Musinguzi who rejected all offers. Sooner than later, Garuga received a letter from the president telling him that his beach was an aviation security threat because it directly faces the one and only run way of Entebbe airport. The letter claimed that at this beach, terrorists can launch a short range missile at any landing aircraft which could be disastrous.

This attracted unlimited debate on radio and TV which prompted Museveni to threatening to close all radios and TV stations which debated on national security issues politically. Shortly, SFC then called Presidential Guard Brigade occupied the beach facilities and forcefully turned the beach into a military facility without compensating the owner.

In retaliation, Garuga Musinguzi joined FDC and offered one of his houses to FDC which now houses the FDC headquarters in Najjanankumbi. In 2004, Salim Saleh turned the camp into his private estate where he set up a Beverly Hill Class Beach House worthy US$15m plus Garuga Resort Beach Hotel.

When Operation Wealth Creation [OWC] was established, Salim Saleh swindled billions in every quota and Furnished Serene Suites in Mutundwe which he turned into OWC offices, home and residence of his sweetheart commonly known as Serene. This did not go down well with his wife Jovia Akandwanaho but she had little to do instead look on.

Considering that the Operation Wealth Creation budget stretched from Ugx600bn to Ugx1.2trn annually from which Salim Saleh steals nearly half of it, made him accumulate more than US$860m by 2017.

It is part of this money that he used to acquire 55 square miles of land in Kapeeka and started selling plots directly to investors until today, he sells plots to government and government leases these plots to investors. He earns profits at 500% per plot sold.

When media activists questioned where Salim Saleh got the money to buy that land, he replied that he sold his estate in Garuga to a wealthy Kenyan. Indeed, he got a Kenyan to rent the estate. He has recently taken back this estate as you read this article and it is Garuga where the cash vault to counter People Power is.

Museveni had always complained that his brother is very far from the throne and asked him to find a place within Kampala or Entebbe. This explains why whenever Museveni travels abroad; Salim Saleh resides at Serena Kampala Hotel. This is done in order to counter any coup attempts being that the hotel is a stone-throw distance from UBC.

2019: THE MONEY AND PEOPLE POWER UPROAR

Being that the government is aware that mass protests are inevitable and that brutality is unavoidable which might trigger sanctions and travel bans on a number of government officials, Museveni ordered Salim Saleh to withdraw money from western banks and keep it in eastern banks. In mid-April, an estimated US$280m was withdrawn from Citi Bank and taken to Garuga and part was kept at Serena Kampala Hotel. A number of MPs and Ministers received a package for Easter holiday from this money after the Kyankwanzi resolution endorsing Museveni as the sole candidate for 2021 presidential Elections for NRM party.

In late April, US$250m was deposited in Exim Bank which they assume that their loot can never be seized even when the government collapses with the worst of crimes, atrocities and human rights abuses outmatching the Kasese, Balonyo and Wakiso massacres.

Upon ISO allegations that People Power has received millions of dollars from the western powers, Museveni sent Salim Saleh to Exim bank to withdraw US$50m to use this money to counter People Power through buy-off. The proposed individuals to earn from this money are;

Meanwhile, the list is still growing as ISO goes on to identify key individuals to convert using money.

This is another upcoming government headed by Salim Saleh and Elly Tumwine which is very convinced will take over power immediately after diffusing people power using their proxy parties, FDC and DP.

12. The proposed Kampala-Jinja Highway costing $1.2bn which was meant to start in May 2019 has been inflated by $300m or Ugx1.1trn to contribute to NRM/ Museveni 2020/21 presidential campaigns. Salim Saleh is behind the delays to convert the funds towards stabilizing politics.
13. The proposed hospital in Lubowa to cost Ugx1.4trn loan by government to an investor has also been inflated by Ugx500bn in the bid to raise campaign money. This comes after NRM sponsors from UK and USA communicating in advance that they will not provide any funding to Museveni in 2020/21 polls.
14. BCD   anticipate   getting a commission of $2bn   in   the construction of an oil refinery in Uganda
15. BDC anticipate earning $780m from the construction of the pipeline from South Sudan to Tanzania and Kenya.

SALIM SALEH’S LETTER TO MUSEVENI AFTER FAILING TO BRIBE BOBI WINE

SUB:   FAILED DIALOGUE

Your Excellency, as earlier proposed by you to create a common political ground with the People Power Crusade with Lt. Gen Muhoozi Kainerugaba, below were the events that took place.

1. Joseph Mayanja aka Jose Chameleon presented the proposal to lure all the brothers and other relatives of Bobi Wine in order to turn his family away from him. He therefore suggested to be resettled in USA to create a secret meeting environment in order to execute this mission. US$300,000 was issued to Mr Mayanja to buy a house in USA and additional $200,000 was awarded to him to facilitate any other activities.

• On the above, several meeting and recorded calls were conducted by Mr. Mayanja detailing the mission. The tapes are secured in my custody for reference and they can be provided to you on request.

• Chairman Nyanzi and Mr Sentumu Nixon discussed with Bobi Wine to settle for US$50million and secretly attach Lt Gen Muhoozi into the People Power Board of Directors.
•  After a month of preparations, 14 May 2019 was a designated date for the meeting at Garuga, which would involve Hon Kyagulanyi himself.

13 May 2019

1. I secured the funds from Exim Bank as directed by Your Excellency amounting to US$50million.

• Maj Gen Kayanja deputized by Maj Gen Wasswa led the team to receive all the executive committee of People Power Activists whom Hon Kyagulanyi would come with though separately.

• I personally prepared to meet Hon Kyagulanyi Robert with the cash offer in full amount and titles for the estate in Guangzhou as proposed by you, Your Excellency.

• Lt Gen Muhoozi was around to dialogue with Hon Kyagulanyi and as well sign a memorandum of Understanding, which would in the future have Kyagulanyi the President, and Muhoozi his Executive Vice President.

Suffice to mention the following – 14 MAY 2019

1. My team went to Magere where Hon Kyagulanyi resides after Mr Nyanzi was directing them having assured them that Hon Kyagulanyi was ready for a pickup to come to Garuga.

• The team was blocked and therefore denied access to the premise belonging to Hon Kyagulanyi

• The team was further humiliated when some youths came out of the gate and insulted them and the name of Your Excellency. Both voice and video are in my custody and can be provided to you on request.

• After being informed of the matter, I personally called Hon Kyagulanyi who did not pick my call and later switched off his phone.

• I was forced to contact the SFC cyber unit to help me locate where Hon Kyagulanyi was at that moment, but they failed giving excuses that the phone might be having GPS jamming software.

• It was a no show for Hon Kyagulanyi and my intelligence team later in the evening informed me that Hon Kyagulanyi was at his home with Muslim visitors whom he had invited for Futri.

16 MAY 2019

I found out the following that;

1. Hon Kyagulanyi’s brothers were acting on their own without consent of Hon Kyagulanyi

• Joseph Mayanja only dealt with Chairman Nyanzi and their only mission was to cut the deal, run to USA and seek asylum there with a few others. Hon Kyagulanyi did not know of any such plot until the very last moment.

• One blogger Arshburg Katto who self-kidnapped himself was slated to share part of this money, as he would help to sneak the money out of the country to USA.
• Hon Kyagulanyi’s brothers had thought that they would meet me and close the deal without Hon Kyagulanyi’s presence. They opted to work in Hon Kyagulanyi’s name

• Hon Kyagulanyi’s strength is built by CIA and MI6 and that he cannot be corrupted because this would make him enemies abroad and in Uganda.

• Hon Kyagulanyi is controlled within a vestibule of western powers and known strategies cannot be counter him. Old formulae will not be effective in the smallest degree.

• The intention of Hon Kyagulanyi’s brother was to steal this money flee the country abandoning his brother for selfish interest. The would use the money to humiliate us and support Hon Kyagulanyi’s mission.

• I observed that People Power is a ghost idea held to the account of no one. Everyone is disposable and replaceable. We are literary fighting with a political ghost.

• It is a misconception that People Power is a Buganda mantra; it is rather a regional force taking all Sub Sahara Africa. It is actually fiercer in West Nile, South West and Eastern Uganda than it is in central region.

THE WAY FORWARD

1. Ghetto nature cannot be changed in this short time left but can psychologically be altered. Money will not win their hearts or change their way of thought. We need to mount more suppressive weights on their mobilization activities.

• We rather spend money on buying Russian technology to limit access to internet more so social media sites whenever there is a major opposition political event than award handouts to individual politicians.

• Tighten the grip to block any opposition funds from entering the country using FIA, ISO, CMI, and Secret Service.

•  Sponsor in-house fights amongst DP, PP and FDC in order to avoid solid unity of the opposition

• Sponsored elimination murders should be geared up to decrease the number of venomous activists who could easily incite street occupation by masses. Toxins carry less evidence.

• I am soon unleashing Team Kavuyo to concoct charges of drug trafficking against Hon Kyagulanyi in order to create a psychological demise to his integrity

• Brutal force be used against People Power mobilisers in rural areas with no probability of anyone capturing a video and circulating on social media.

• In remote areas, People Power, the cap and color red be made criminal and our local police DPCs should order their subordinates to instantly punish anyone found clad in the People Power attires.

• We have to power up NRM social media activists, sponsored print media articles and radio and television talk shows

1. We need more 50 safe houses in Wakiso, Mpigi, Mukono and Kampala. These will be specialized detention centers for opposition activists for both negotiation and brute.

CONCLUSUION

The NRM is currently trapped between a rock and a hard place. The military should therefore leave their bases and camps and guard the regime on the streets of all major urban centres in the country.

After guarding the regime, the Russian and Chinese technologists must be contacted to craft NRM victory at any costs. Any chances we give out will plummet the Bahima to demise.
