      Bank of UgandaScandal after scandal, Bank of Uganda is again in other scandal and this time round involving top directors struggling to smuggle in their sons and relatives for top banking jobs in the ongoing recruitment of 40 banking officers which is already marred with irregularities.
      A total of 3641 applicants (list attached) did Aptitude test from International University of East Africa (former Didi’s World) Plot 1112/1121, Kansanga-Ggaba Road, Kampala, on the Saturday of November 2nd, 2019 and one wonders why such a big number was subjected to interview when they only need 40 0fficers.
      One of the questionable Directors in this whole exercise is the Director of Human Resource Dr. Jan Tibamwenda whose son David Tibamwenda is vying for the highly competed job and one does not rule out the issue of influence peddling and conflict of interest. He is no 2956 on the released list. Also on this list is Charles Mwesigwa’s son Agaba Moses Edmond. Mwesigwa is the recently retired Bank of Uganda Deputy Director in the department of procurement.
      Although earlier they were allegations over their qualifications (David Tibamwenda and Agaba Moses Edmond) that they may not have possessed the required academic qualifications of a first class and second upper degrees as some of the requirements the BOU set, the Bank of Uganda’s communications department has since dismissed the allegations.
      Kelvin Kizito Kiyingi the BoU deputy director communications department who is also the deputy spokesperson told us that the two Agaba and Tibamwenda have the qualifications and eligible to compete for the job.
      David Tibamwenda holds a BBA degree majoring in Marketing from Ndejje University while Agaba has a degree of social sciences from Makerere University.
      “David Tibamwenda does not have a pass degree, this is false, because he has an Upper Second” Kiyingi added.
      Kiyingi said when Bank of Uganda advertised the 40 vacancies, it received 3, 641 applicants to be exact. Subsequently, the Bank engaged an external consultant, who administered an aptitude test to all the applicants and the consultant forwarded the results to the Bank of Uganda.
      “So the shortlist has not yet been finalised. It is pre-mature to talk about a short list at this time. Please avoid being speculative. The Bank of Uganda will make an announcement when the shortlist has been finalised” he added.
      The deputy spokesperson also rubbished allegations that Bou officials had smuggled in their relatives in the recruitment exercise and that some applicants were paying to be given jobs.
      “These allegations are unfounded. Bribery is a criminal offense and unacceptable. Whoever is making such allegations should provide evidence to the Police” Kiyingi stated.
      A concerned parent complained that it is un fair for their children to compete for a job with children of Bou directors at Bank of Uganda.
      “Even if my son has a better grade to that of Dr. Tibamwenda it is very difficult for mine to pass and beat Dr Tibamwendas” the parent added.
      Bank of Uganda has been marred with scandals in recent years which have been blamed on top management headed by the governor Prof. Tumusiime Mutebile and this recruitment process is yet another test.
